Book excerpt: The political and economic problems associated with this nation's dependence on the heroin of foreign oil have made it imperative that we exploit domestic energy alternatives and reduce energy consumption. Among the most promising long-term solutions to this nation's need for liquid fuel are the enormous oil shale deposits of Colorado, Wyoming, and Utah - particularly those of western Colorado's Piceance Basin. Although only approximately forty percent of the oil locked in such shale is extractable under existing technology, even that much oil would rival the reserves of the Persian Gulf. Indeed, it is widely recognized that oil shale may be the first major synthetic fuel to supplement petroleum. The political and economic pressures which encourage the large-scale development of the oil shale industry are enormous. Prudent foreign policy dictates that the Western World should not continue to rely on the oil reserves of the Persian Gulf region because of the inherent political volatility of the Middle East and the even greater danger that the Soviet presence in Afghanistan may ultimately portend. Furthermore, the United States cannot continue to withstand the tremendous economic ravages of the balance of payments deficit and the inflation associated with high oil prices. Thus, domestic energy alternatives must be explored aggressively. In other words, exploration of domestic energy alternatives, supplemented with energy conservations, is the only rational solution to the political and economic dilemma that the United States faces. From a national environmental perspective, however, the development of oil shale reserves will undoubtedly pose severe water pollution problems. A complex regulatory labyrinth reflects the perspectives from which various governmental entities perceive the problem of water pollution in the Colorado River Basin. Thus, although the Colorado and White Rivers originate in Colorado, the state is nevertheless concerned with the ability of its citizens downstream of oil shale mining and production to continue to use these waters beneficially. Traditionally, this concern has meant preserving a small irrigation agriculture industry in the western portion of the state. The federal government has a legitimate interest in protecting the interests of users who are domiciled farther downstream in the states of Utah, Arizona, Nevada, and California where the water is again used for agriculture and for drinking. Finally, the United States and Mexico have consummated a series of bilateral agreements designed to regulate the flow and quality of that water as it exits the United States and enters Mexico. Thus, three separate legal regimes, state, federal, and international, have a legitimate interest in regulating the quality of water in the Colorado River. This article will examine these different levels of water pollution regulation. It will also explore whether our domestic oil shale reserves can be developed in a manner that not only promotes national energy policy but also protects national environmental policy.

One of the great advantages of the handbook is that it is very detailed, with actual data provided.The handbook is a must for consulting engineers, coal and oil development companies, government and private environmental groups, institutes and universities involved in pollution studies. It will also undoubtedly be used to good advantage by teachers and students for many different types of courses including geological engineering, coal and oil shale mining, environmental geology, sanitary engineering, hydrogeology, etc.
