As an essential element of a positive safety culture, operators and regulators are increasingly integrating strategies that empower workers to participate in process safety decisions that reduce hazards and improve safety. While the human factors of personal safety have been widely studied and widely adopted in many high-risk industries, process safety â€" the application of engineering, design, and operative practices to address major hazard concerns â€" is less well understood from a human factors perspective, particularly in the offshore oil industry. The National Academies of Sciences, Engineering, and Medicine organized a workshop in January 2018 to explore best practices and lessons learned from other high-risk, high-reliability industries for the benefit of the research community and of citizens, industry practitioners, decision makers, and officials addressing safety in the offshore oil industry. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: Technological progress in the exploration and production of oil and gas during the 2000s has led to a boom in upstream investment and has increased the domestic supply of fossil fuels. It is unknown, however, how many jobs this boom has created. We use time-series methods at the national level and dynamic panel methods at the state-level to understand how the increase in exploration and production activity has impacted employment. We find robust statistical support for the hypothesis that changes in drilling for oil and gas as captured by rig-counts do in fact, have an economically meaningful and positive impact on employment. The strongest impact is contemporaneous, though months later in the year also experience statistically and economically meaningful growth. Once dynamic effects are accounted for, we estimate that an additional rig-count results in the creation of 37 jobs immediately and 224 jobs in the long run, though our robustness checks suggest that these multipliers could be bigger.

Book excerpt: The Industrial Workers of the World, or Wobblies, a radical labor union, played an important role in Oklahoma between the founding of the union in 1905 and its demise in 1930. In Oil, Wheat, & Wobblies, Nigel Anthony Sellars describes IWW efforts to organize migratory harvest hands and oil-field workers in the state and relationships between the union and other radical and labor groups such as the Socialist Party and the American Federation of Labor. Focusing on the emergence of migratory labor and the nature of the work itself in industrializing the region, Sellars provides a social history of labor in the Oklahoma wheat belt and the midcontinent oil fields. Using court cases and legislation, he examines the role of state and federal government in suppressing the union during World War I. Oil, What, & Wobblies concludes with a description of the IWW revival and subsequent decline after the war, suggesting that the decline is attributable more to the union's failure to adapt to postwar technological change, its rigid attachment to outmoded tactics, and its internal policy disputes, than to political repression. In Sellars's view, the failure of the IWW in Oklahoma largely explains the failure of both the IWW and the labor movement in the United States during the twenties.

In the early twentieth century, international oil corporations emerged as a new kind of political actor. The development of the world oil industry, argues Katayoun Shafiee, was one of the era's largest political projects of techno-economic development. In this book, Shafiee maps the machinery of oil operations in the Anglo-Iranian oil industry between 1901 and 1954, tracking the organizational work involved in moving oil through a variety of technical, legal, scientific, and administrative networks. She shows that, in a series of disagreements, the British-controlled Anglo-Iranian Oil Company (AIOC, which later became BP) relied on various forms of information management to transform political disputes into techno-economic calculation, guaranteeing the company complete control over profits, labor, and production regimes. She argues that the building of alliances and connections that constituted Anglo-Iranian oil's infrastructure reconfigured local politics of oil regions and examines how these arrangements in turn shaped the emergence of both nation-state and transnational oil corporation. Drawing on her extensive archival and field research in Iran, Shafiee investigates the surprising ways in which nature, technology, and politics came together in battles over mineral rights; standardizing petroleum expertise; formulas for calculating profits, production rates, and labor; the “Persianization” of employees; nationalism and oil nationalization; and the long-distance machinery of an international corporation. Her account shows that the politics of oil cannot be understood in isolation from its technical dimensions. It is a familiar theme in the romantic mythology that sprang up about the era. But the people who produced those millions are the real story, told in these word-for-word recollections of early-day workers in the "oil patch." In vivid, often poignant detail these men and women recall the grueling toil, primitive living and working conditions, and ever-present danger in a time when life was cheap and oil was gold. In the late 1930s employees of the Federal Writers Project, a branch of the New Deal Workers Progress Administration, recorded the voices of these pioneers as they offered their memories, sometimes wryly humorous and sometimes bitter, of the turmoil that was the daily lot of the oilfielders. We meet colorful, tough-talking "Manila Kate," who took over her husband's drilling outfit after he died in an explosion. A welder vividly recalls the death of his closest pal, a skilled hand who loved to take chances. In an oil-field shantytown the support of good-hearted neighbors assuages the pain of a bereaved and impoverished family.
