Book excerpt: In October 1973 two crises – one economic, one political – intersected, with dramatic and long term consequences for international relations. On 6 October, Egypt and Syria launched an attack on Israel, and within a few days the major Arab oil producers announced their support by use of the ‘oil weapon’, including a boycott of supplies for countries friendly to Israel and a programme of production cuts. This was followed by the unilateral declaration of a steep increase in the price of oil by the Organization of Petroleum Exporting Countries (OPEC). The result was international panic and world recession. Crude oil prices soared by a massive fourfold in just three months. The West's vulnerability had been exposed: it was being held hostage to oil. Yet, despite efforts to address this dependence on oil imports in following years, the 1979 Iranian Revolution triggered a further upward surge in prices. Today, the importance of oil remains at the forefront of the West's foreign policy calculations in the Middle East. In this fascinating and timely new look at the oil crisis, Fiona Venn examines these issues and the more unexpected effects of the crisis. She asks just how much really changed in the economic balance of power. Documents now declassified by key governments question this view. The UK, USSR, France and the USA all knew that the Arab states were not in attack mode and tried to dissuade Israel from attacking. In later years, this war was held up as a precedent allowing an attack on a state that is expected to attack. It has even been used to justify a pre-emptive assault on a state expected to attack well in the future. Given the lack of evidence that it was waged by Israel in anticipation of an attack by Arab states, the 1967 war can no longer serve as such a precedent. This book seeks to provide a corrective on the June 1967 war.

Book excerpt: For over 60 years, Israel’s foreign policy establishment has looked at its regional policy through the lens of a geopolitical concept named "the periphery doctrine." The idea posited that due to the fundamental hostility of neighboring Arab countries, Israel ought to counterbalance this threat by engaging with the "periphery" of the Arab world through clandestine diplomacy. Based on original research in the Israeli diplomatic archives and interviews with key past and present decision-makers, this book shows that this concept of a periphery was, and remains, a core driver of Israel’s foreign policy. The periphery was borne out of the debates among Zionist circles concerning the geopolitics of the nascent Israeli State. The evidence from Israel’s contemporary policies shows that these principles survived the historical relationships with some countries (Iran, Turkey, Ethiopia) and were emulated in other cases: Azerbaijan, Greece, South Sudan, and even to a certain extent in the attempted exchanges by Israel with Gulf Arab kingdoms. The book enables readers to understand Israel’s pessimistic – or realist, in the traditional sense – philosophy when it comes to the conduct of foreign policy. The history of the periphery doctrine sheds light on fundamental issues, such as Israel’s role in the regional security system, its overreliance on military and intelligence cooperation as tools of diplomacy, and finally its enduring perception of inextricable isolation.
