Key to the project was the development of a marginal set of oilfields that had only recently attracted the interest of global oil companies who were pressed to expand operations in the context of declining reserves. Drawing on more than a decade of work in Chad, Lori Leonard shows how environmental standards, grievance mechanisms, community consultation sessions, and other model policies smoothed the way for oil production, but ultimately contributed to the unraveling of the project. Leonard offers a nuanced account of the effects of the project on everyday life and the local ecology of the oilfield region as she explores the resulting tangle of ethics, expectations, and effects of oil as development.

It has a population of approximately 16 million people, who are largely concentrated in the southern region of the country. The capital city of Chad is N'Djamena, which is located in the southwestern part of the country. Chad is a diverse country with more than 200 ethnic groups. The major ethnic groups are the Chadian Arabs, Chadian Sara, Chadian Gorane, and Chadian Mayo-Kebbi. French and Arabic are the official languages of Chad, although over 100 other languages are spoken in the country. Chad is an agricultural country, with cotton, sorghum, and millet being the main crops. The country is also rich in natural resources, including gold, uranium, and petroleum, which are relatively unexplored. Chad has been plagued by political instability, social unrest, and poverty for many years. However, in recent years, it has made progress in economic development and peacebuilding efforts, thanks to international support and political will.

Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from US$ 730 in 2014 to US$ 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities.

Book excerpt: KEY ISSUES Context: Chad is a fragile country with weak institutional capacity that needs to manage volatile and exhaustible oil revenues prudently to tackle its large development needs. Chad is enjoying a period of domestic political stability, but major regional security issues are imposing significant fiscal costs in both the short and medium term. Macroeconomic policy over the last few years has achieved a gradual tightening of the underlying fiscal policy stance together with a sizable increase in public investment. Satisfactory performance under an SMP in 2013 demonstrated the authorities’ commitment to improved macroeconomic management and has set the ground for an upper credit tranche arrangement with the Fund. Policy Framework: The government’s medium-term economic program, anchored by the 2013-2015 National Development Plan (NDP), aims at reinforcing economic growth and making it more inclusive, while maintaining macroeconomic stability and fiscal sustainability. Given the continued heavy dependence on volatile oil revenues that are projected to decline over the long-term and the currently high risk of debt distress, macroeconomic policies target a sustained fiscal adjustment, a buildup of liquidity buffers, and economic diversification. Those objectives will be underpinned by a reform agenda focused on strengthening public financial and debt management and improving the business environment. Request for an Extended Credit Facility arrangement: In the attached letter of intent, the authorities request a three-year arrangement under the Extended Credit Facility (ECF) in the amount of SDR 79.92 million (120 percent of quota) in support of their medium-term economic program. The ECF arrangement is expected to address the country’s protracted balance of payments’ problems resulting from a trend reduction in oil revenues, maintain adequate international reserves’ coverage, and play a catalytic role for bilateral and multilateral assistance to Chad. The accompanying memorandum of economic and financial policies spells out in more detail the objectives of the program and policy actions that the government of Chad envisages to undertake during 2014–17.

Book excerpt: Chad's chronically unstable security situation has long undermined broad-based economic growth and sustainable poverty reduction. Since independence in 1960 Chad has suffered from sporadic political violence and ongoing tensions between different factions. The country's fragile security has been further compromised by interference from neighboring states and spillover effects from regional conflicts. However, after rebel attacks in 2008 and 2009, and following the recent conclusion of a peace agreement between Chad and Sudan, the security situation in the country has remained relatively calm, presenting a valuable window of opportunity for development efforts to take root. The objective of this Poverty Note is to examine changes in poverty and inequality in Chad since the emergence of the oil sector. It will focus on the evolution of poverty indicators from the 2003 pre-oil baseline captured in the Chadian Household Consumption and Informal Sector Survey, or ECOSIT2 to the more recent findings of the 2011 ECOSIT3 and compare current monetary and nonmonetary poverty conditions in Chad with those of comparable countries. It will go on to assess the impact of oil production on the non-oil sectors of the Chadian economy. Finally, it will evaluate the extent to which public expenditures in the social sectors benefit the poor by analyzing the progressivity of social spending.

It discusses how the economy is held back by crisis legacies such as high public debt and a fragile banking sector and how Chad continues to face long standing structural weaknesses which hamper potential growth. Three years of recession in Chad have left important legacies that continue to affect fiscal policy and performance in the non-oil private sector and the banking sector. Public domestic debt more than doubled with the crisis. As the Chadian economy was hit by the oil shock, while dramatically cutting spending, the government had to rely on large domestic financing to cushion the impact of the shock. Although the government started paying arrears, the remaining stock is very large and presents a drag on the non-oil economy. The paper ends with a discussion of how Chad’s economic potential will require reforms to address those weaknesses to foster economic diversification.
