Book excerpt: The assessment of Bigby Run Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. The Bigby Run Dam appears to be in fair condition. Maintenance is considered fair. The concrete spillway is deteriorating with marked deterioration on the right spillway wall. Minor seepage was observed at the toe of the dam, adjacent to the left abutment contact. Seepage was estimated at 2 to 5 gallons per minute. The seepage should be monitored. The Bigby Run Dam is a high hazard-small size dam. The recommended Spillway Design Flood (SDF), for a dam of this size and classification, is in the range of 1/2 PMF to PMF. Since the Bigby Run Dam just meets the minimum criteria; and since the dam is located in a rural area suggesting only appreciable economic loss; compliance with the current practice of the Baltimore District Corps of Engineers leads to the selection of the 1/2 PMF as the Spillway Design Flood (SDF).

Book excerpt: Bear Rock No. 1 Dam consists of an earth embankment approximately 560 feet long with a maximum height of about 26 feet from the downstream toe and a crest width of about 8 feet. The upstream and downstream faces and crest of the dam are covered with riprap. The flood discharge facilities of the dam consist of a stone masonry structure with a flow width of 58 feet. The discharge from the spillway flows into an unprotected discharge channel which follows the left side of the valley. A dike is provided along the right side of the spillway discharge channel to prevent flows towards the toe of the dam. The outlet facilities consist of a 16-inch cast-iron blow-off pipe and 10- and 12-inch cast-iron supply pipes. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 1 Dam is considered to be unsafe/nonemergency due to the seriously inadequate spillway capacity (30% of PMF). The condition of the embankment is considered to be fair.

Bacon Dam consists of an earth embankment approximately 1000 feet long with a maximum height of 95 feet from the downstream toe and a crest width of 15 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The spillway structures consist of a trapezoidal earth approach channel, a 115-foot-long concrete overflow section, and a partially concrete-lined spillway discharge channel. The concrete lining in the spillway discharge channel extends approximately 230 feet downstream from the control section to a level approximately 37 feet above the normal pool level of the dam. The outlet works consist of a 5-foot by 5-foot reinforced concrete outlet conduit, a 24-inch cast-iron water supply line, and a reinforced concrete control tower located on the upstream side of the dam. Flows through the outlet conduit and supply line are controlled by manually operated sluice gates located in the control tower. This outlet system constitutes the emergency drawdown facilities for the dam.

The embankment reportedly is provided with a 2-foot thick clay puddle core wall extending 14 feet below the original ground surface. The facility is served by a rectangular concrete overflow spillway with a multiple vertical drop concrete discharge channel along the right abutment. A 20-inch diameter cast-iron pipe passing through the embankment serves as a supply line. Reservoir drawdown control is provided by a 14-inch diameter cast-iron blowoff conduit which parallels the 20-inch supply line. The blowoff conduit is valved on the upstream side within a concrete intake tower (referred to as a vault by the owner's personnel). At the upstream end of the reservoir is a sedimentation basin and miscellaneous appurtenances which can direct flow (via flash boards) into Reservoir Number 1 and/or into an earth and masonry raceway which can carry part of the inflow around the reservoir.

The size classification of the facility is intermediate and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the PMF (Probable Maximum Flood). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store only about 40 percent of the PMF prior to embankment overtopping. A breach analysis indicates that failure under less than 1/2 PMF conditions could lead to increased downstream damage and potential for loss of life. Thus, based on screening criteria provided in the recommended guidelines, the spillway is considered to be seriously inadequate and the facility unsafe, non-emergency.
