Book excerpt: Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs. U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders. Similarly, many state and local governments and regional entities in the United States are undertaking a variety of initiatives to enhance local economic development and employment through investment programs designed to attract knowledge-based industries and grow innovation clusters. These state and regional programs and associated policy measures are of great interest for their potential contributions to growth and U.S. competitiveness and for the "best practice" lessons that they offer for other state and regional programs. STEP's project on State and Regional Innovation Initiatives is intended to generate a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. The study seeks to achieve this goal through a series of complementary assessments of state, regional, and federal initiatives; analyses of specific industries and technologies from the perspective of crafting supportive public policy at all three levels; and outreach to multiple stakeholders. Building the Ohio Innovation Economy: Summary of a Symposium explains the of the study, which is to improve the operation of state and regional programs and, collectively, enhance their impact.

Book excerpt: Urban sprawl' is a term used to define the patterns of uncontrolled and haphazard development that characterizes the American landscape as of today. Economically, socially and environmentally, sprawl is creating some of the costliest problems that the United States now faces. The 'Smart Growth' movement has emerged out of the realization that we need to rethink the way we grow. This thesis is an outcome of the need for documented evidence of the current status of smart growth in the state of Ohio. The research attempts to establish the conflicts and constraints in the context of smart growth in Ohio as well as in its two key sub-regions - Cleveland metropolitan area in Northeast and Cincinnati metropolitan area in Southwest Ohio. The methodology uses a case study analysis approach to document and analyze the macro and micro level dynamics of the two regions and the state of Ohio as a whole. The critical components of the study were the establishment of a smart growth prescription with nine overarching principles and their sub elements followed by a chronological evolution of smart growth in the state and in its two sub-regions and finally a matrix composition and analysis framework that was used to establish the relative status of smart growth in the two respective central cities, suburbs and metropolitan regions.

Book excerpt: Due to the increasingly widespread utilization of interscholastic athletic pay to participate policies within the state of Ohio, this study focused on analyzing specific pay to participate policies within Ohio High School Athletic Association (OHSAA) member school districts through a qualitative, multiple case study methodology. This study aimed to contribute to the overall gap in research regarding pay to participate policies from a policy analysis perspective. Utilizing the policy process model outlined by Kraft and Furlong (2015) as a framework, policy document and interview data analysis assisted in the development of key elements such as contributing factors and goals of the specific policies, implementation methods and procedures unique and different among districts, as well as evaluation processes and criterion utilized to define success. This study did not intend to generalize pay to participate policies that implement the most evident fee typology within the state of Ohio, but rather provide depth within the stories of specific districts, intending to add value to district discussions surrounding pay to participate policy utilization. The study results described key policy elements from district contextual perspectives regarding their development, implementation, and evaluation methods. These key components provided unique perspectives based upon perceptions of athletic administrators, and actions of the policies themselves, as well as resulted in the development of a pay to participate discussion guide (Appendix C) that can be utilized by districts during policy discussions.

Book excerpt: This study investigated various state policies to determine their impact on the state share of instruction (SSI) funding to community colleges in the state of Ohio. To complete the policy analysis, the researcher utilized three policy analysis tools, defined by Gill and Saunders (2010) as iterative processes, intuition and judgment, and advice and opinion. The findings identify key policies that impacted the development and state funding of community colleges. Additionally, the researcher found access was the key policy driver during the time period of this study. The state of Ohio linked its state higher education budget to the policy of access by implementing and maintaining an enrollment-driven formula throughout the years of this study during which data were examined (1962-2009). In fiscal year 1997, Ohio added the Access Challenge, which provided funding to community colleges to help them keep tuition costs low, which again reflected and emphasized the State's policy to provide access to all citizens.
