Establishes that Guard officers actively sought performance improvement from Watts (California) riot in 1965; that Guard performance improved steadily thru 1970 as evidenced by several major incidents; that Federal reform initiatives in 1967 had little practical impact on Guard performance; and that the infamous shooting deaths of four students at Kent State University in 1970 were an aberration attributable to poor military and civilian leadership at the scene rather than any institutional defects within the Guard. Concludes that the Army National Guard was a reliable, effective and appropriate instrument of civil disturbance control in Ohio between 1965 and 1970.
