These are the Local Government Reform Act of 1976, the creation of new states, and the implementation of the Structural Adjustment Program (SAP). Based on his extensive research, Uwadibie concludes by making a number of additional policy recommendations that he believes are essential for Nigeria to become self-sufficient in food production. Book excerpt: Within the framework of a Technical Assistance (TA) Agreement (UTF/NIR/066/NIR), the Food and Agriculture Organization of the United Nations (FAO), provided technical support to the Federal Government of Nigeria to undertake a number of activities, which included land use/land cover analysis and production of an updated land cover/land use map for Nigeria. An existing national classification system, adopted by FORMECU in 1998, and comprising 36 classes was aggregated into 12 classes and used for this purpose. A land use/land cover map for 1995 based on the 12 classes was also produced. The land use/land cover analysis were undertaken in SEPAL and SEPAL-CEO (SEPAL-Collect Earth Online) which is an open-source, cloud-based platform. Map mosaics for 2006 and 2016 were produced from free Landsat images extracted from the SEPAL archives and classification was then undertaken to Collect Earth Online using the 12 aggregated land use/land cover classes. The procedure required the use of higher resolution images such as SPOT 5, GeoEye, and IKONOS images. A total of 1667 training data points were collected across the 12 land cover classes over the entire country. Fieldwork (ground-truthing) was carried out in six states to verify and clarify unresolved areas especially among savannas and arable land, tree crop plantation and forest plantation, freshwater forest and mangrove; and led to the collection of 252 additional training data points.

The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. Book excerpt: Investments on the order of US$6 billion are estimated to be needed in the water sector in Nigeria in the next 10 years if the country is to achieve universal water supply coverage. This is the main finding of State Water Agencies in Nigeria: A Performance Assessment, in which the objective is to provide the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. The report focuses on water provision services from the States’ Water Authorities or Water Boards (SWAs) as they are the major and only regulated agencies that provide water to the urban population. Sanitation provision is not addressed because the majority of SWAs do not provide this service to their customers. This report highlights the issues related to the performance of SWAs, tariffs levels and structures, financing mechanisms, and concerns with governance within the SWA and state governments. For example, due to accelerated urbanization and migration of the population to the large cities, the average coverage by SWAs is about 40 percent, and the average domestic water consumption was 26 liters per capita per day in 2013, well below the recommended average. The remaining majority of the population relies on alternative service providers. To the extent possible, the report also shows the impact of these institutional weaknesses on customers’ costs, fiscal subsidies to the sector, and financing requirements that are needed to scale up the investment and showcase that the related operational and maintenance expenditure of the SWAs can actually be covered from the various financing sources. In fact, the coping costs of the population getting water from alternative water providers is assessed at US$700 million a year, and this number is growing. In addition, utilities get about US$100 million in operational subsidies that cover labor, electricity, and other operational costs. State Water Agencies in Nigeria: A Performance Assessment provides the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. Ultimately, this report is a first step toward performance benchmarking in Nigeria’s water and sanitation sector. The findings summarized in this publication should eventually serve as a tool for utilities and their authorities and stakeholders, as well as for bilateral and multilateral donors in their efforts to monitor the performance and progress of each water provider and the sector as a whole.
