Book excerpt: The aim is to make an assessment of the resource management strategies used in Norway and the United Kingdom to meet the environmental and socio-economic impact of oil and gas development and to investigate the relevance of these strategies to the Newfoundland experience.The purpose of this study is to explore how resource management and environmental planning strategies influence the nature and extent of offshore hydrocarbon projects. Resource management and environmental planningstrategies are important because offshore hydrocarbon can have negative impacts on the social, economic and physical environments. This study examines how regulatory and planning processes identify and assess environmental and socio-economic problems, issues and concerns for the offshore, coastal (nearshore), and onshore regions. This study proposes that the environmental development process must be integrated with local-regional planning process in order to attain maximal effectiveness. The regulatory regime proposed for Newfoundland offshore development will be evaluated with respectto the regulatory and planning processes of the United Kingdom and Norway. The prime concern for resource development and economic planning in Newfoundland has been the provision of jobs in the attack on unemployment, underdevelopment, and low incomes. The discovery of offshore petroleum appears as a panacea capable of solving all of Newfoundland's social and economic ills. Attention has been centered on the economic aspects of oil and gas development, on the jobs created, the incentives provided, the vetting of bargaining actors and their schemes, and the competitive nature of governmentresource development policies. These considerations have obscured the equally pressing tasks of environmental planning and of researching the process of resource management within coastal communities which are dependent on themarine environment for their livelihood. The thesis focuses on particularly on Newfoundland, on the environmental-developmental role of the regulatory regime, and its relationships with the oil companies. It finds that the regulatoryauthority is the most influential actor in the development process and argues that fragmented regulatory responsibility, lack of planning independence, and lack of planning at the local-regional level inhibited efforts at all regulatory levels to planeffectively and make an orderly adjustment to economic development and environmental concerns.A survey was conducted of selected Newfoundland communities to identify the types of issues and concerns that may have importance for offshore development. The purpose of the survey was to solicit the perceptions of key actors regarding potential problems in the coordination of land-use and sea-use planning for the proposed offshore hydrocarbon development project. Inaddition, interviews were conducted in the United Kingdom and Norway to identify and examine what environmental-developmental considerations should be incorporated into the offshore-onshore planning process. The thesis that although the resource regulatory systems for oil and gas development are different in each of the countries considered, the regulatorystructure, strategy, and approach will affect the outcome of the resource management process. Therefore, closer co-ordination of the resource management process and the environmental regulatory regime is a prerequisite for improved future offshore oil and gas development in Newfoundland. In conclusion, resource development environmental planning should be guided by the premise that the capacity of the regulatory system to absorb petroleum development will vary with the size of its population and the complexity of its institutional, political, and economic systems. The regulatory process should support the development of the community environmental control infrastructure as well as economic development infrastructure.
