Book The Impact of Women in Public Office

Download or read book The Impact of Women in Public Office written by Susan J. Carroll and published by Indiana University Press. This book was released on 2001-11-12 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: "[A] well-integrated volume by...one of the best known political scientists working on women and politics.... [It] includes contributions by leading scholars in the field, and provides a well-written and accessible overview of the impact of women in office at every level..." -- Pippa Norris, John F. Kennedy School of Government, Harvard University "This [book] will be the standard-bearer not simply because it contains most of the early research in the field but more importantly, because of the wide-ranging scope and diversity of the research and the subsequently nuanced and contextualized arguments presented."-Beth Reingold, Emory University In recent years the numbers of women serving in public offices at various levels of government have increased markedly. Is the increasing presence of women in public office making a difference? Are women public officials having a distinctive impact on public policy and the political process? These questions are central to the studies in The Impact of Women in Public Office. These studies examine the impact of women public officials serving in various offices and locales at local, state, and national levels. They are the product of a large, coordinated research project sponsored by the Center for American Women and Politics (CAWP) at Rutgers University and funded by the Charles H. Revson Foundation. The subjects of these studies range from a single, very prominent U.S. Senator, who served in Congress from the early 1940s to the early 1970s, to local council members in a New Jersey county in the 1980s. They include state legislators from across the country. The research presented in this volume offers compelling evidence that women public officials do have a gender-related impact on public policy and the political process. Nevertheless, context matters; these studies demonstrate that the impact of women public officials varies considerably across political environments. Finally, the research in this volume suggests that identification with feminism and/or of particular racial or ethnic group also influence how and to what extent women public officials are making a difference. Contributors include Edith J. Barrett, Susan Abrams Beck, Janet K. Boles, Susan J. Carroll, Debra L. Dodson, Lyn Kathlene, Elaine Martin, Nancy E. McGlen, Meredith Reid Sarkees, Janann Sherman, Sue Thomas, Sue Tolleson-Rinehart, and Susan Welch.

Book Everyday Corruption and the State

Download or read book Everyday Corruption and the State written by Giorgio Blundo and published by Zed Books Ltd.. This book was released on 2013-04-04 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: Daily life in Africa is governed by the 'petty' corruption of public officials in services such as health, transport, or the judicial system. This remarkable study of everyday corruption in three African countries investigates the reasons for its extraordinary prevalence. The authors construct an illuminating analytical framework around the various forms of corruption, the corruptive strategies public officials resort to, and how these forms and strategies have become embedded in daily administrative practices. They investigate the roots of the system in the growing inability of weakened states in Africa to either reward their employees adequately or to deliver expected services. They conclude that corruption in Africa today is qualitatively different from other parts of the world in its pervasiveness, its legitimations, and its huge impact on the nature of the state.

Book excerpt: In the decades since Latinas began to hold public office in the United States in the late 1950s, they have blazed new trails in public life, bringing fresh perspectives, leadership styles, and policy agendas to the business of governing cities, counties, states, and the nation. As of 2004, Latinas occupied 27.4 percent of the more than 6,000 elected and appointed local, state, and national positions filled by Hispanic officeholders. The greatest number of these Latina officeholders reside in Texas, where nearly six hundred women occupy posts from municipal offices, school boards, and county offices to seats in the Texas House and Senate. In this book, five Latina political scientists profile the women who have been the first Latinas to hold key elected and appointed positions in Texas government. Through interviews with each woman or her associates, the authors explore and theorize about Latina officeholders' political socialization, decision to run for office and obstacles overcome, leadership style, and representational roles and advocacy. The profiles begin with Irma Rangel, the first Latina elected to the Texas House of Representatives, and Judith Zaffirini and Leticia Van de Putte, the only two Latinas to serve in the Texas Senate. The authors also interview Lena Guerrero, the first and only Latina to serve in a statewide office; judges Linda Yanes, Alma Lopez, Elma Salinas Ender, Mary Roman, and Alicia Chacón; mayors Blanca Sanchez Vela (Brownsville), Betty Flores (Laredo), and Olivia Serna (Crystal City); and Latina city councilwomen from San Antonio, El Paso, Dallas, Houston, and Laredo.

Book Personal Liability of Public Officials in Virginia s Local Governments and Its Impact on Their Willingness to Serve

Download or read book Personal Liability of Public Officials in Virginia s Local Governments and Its Impact on Their Willingness to Serve written by George O'Neil Urquhart and published by Wipf and Stock Publishers. This book was released on 2016-01-14 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: These are challenging times, and perhaps it is here that humans are viewed at their best and their worst. Everyone is accountable for what they say and do. And since government at all levels and its officials are not exempted, and who operate in a more open environment than they once did, primarily as a result of legislation providing for open meetings, more accessible public information, and under more open and recordable visibility, public officials must be more cautious and more aware of the decisions they make. Although a conscious effort on the part of public officials to avoid personal liability suits will help reduce the number of suits filed against them or the government, some preventive and proactive measures--e.g., becoming more proficient in the duties and responsibilities of office, cultural and social education, sensitivity training--must be taken to avoid the possibility of successful liability lawsuits. Public officials are held morally responsible for their decisions, and they are to be respected for the demands placed on them by virtue of that office. However, individuals, including those injured by a particular governmental policy or an official's decision, are not accepting grievous actions which go against their individual interests. Many are not content with exhausting administrative remedies; rather, they are turning to the courts for a remedy in cases of wrongful death, misuse of legal procedure, etc. A conscious, individual effort to reduce the occurrence liability suits through responsible public decisions will help hold the number of successful suits to a minimum.

Book Social Skills for Public Employees Officials

Download or read book Social Skills for Public Employees Officials written by Sardón Gall and published by José Manuel Ferro Veiga. This book was released on 2021-07-03 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: Six out of ten young Spaniards want to enter the Public Administration. Stability, fixed hours and extra payments are the 'hooks' that justify that choice. Job security, the guarantee of a decent salary and office hours rank high on the list of life aspirations for millions of people. For them, these conditions are associated with an end, quality of life, and a means, working in the Public Administration. The statistics indicate this: six out of ten young people up to 30 years of age prefer - with the same salary and stability - to work in the public sector rather than in a private company. But not everything is a "paradise", also this type of employment has its disadvantages. It will be complex to envision the future occupations of human public employees since the process of substitution by robots will have very profound impacts, the competencies of the future are related to the most basic human skills: knowing how to read, write, count and speak. Whoever masters these skills (much more complex than they appear) will never lose their job, either in the Public Administration or outside of it. Teachers, police officers and health professionals are the main risk groups for burnout syndrome, a condition in the work environment that generates exhaustion, demotivation and anguish. Progressive exhaustion, lack of motivation for work and sudden changes in mood with feelings of sadness, grief, anguish, mental discomfort accompanied by melancholy, pessimism and insubstantiality. People, as social beings, are forced to establish relationships with their peers, whether in the family, educational, work or leisure environment. However, it is not always easy to function in a certain social or professional context . And it is not due to a lack of skills, but because the necessary skills to do so have not been acquired. Within the field of health, teaching to develop these skills has been shown to be the most effective way to establish healthy behaviors, both individually and collectively . The book incorporates information on the following topics: - The resilience - Relationships with a partner at work - D ominio of emotions - To confront conflicts - The art of conversation - Body language - Like others - Oversize problems - Embittering life is easy - Burning jobs - Friendship - Public speaking - Persuasion techniques - The psychologist, a specialist who can help us - A utocontro l - Make and receive criticism - The envy - Jealousy - be weak - The happiness - Reflection - Workplace harassment - Image advisor - Dyslexia - Education of the children -Etc..

Book Hiring and Firing Public Officials

Download or read book Hiring and Firing Public Officials written by Justin Buchler and published by Oxford University Press. This book was released on 2011-04-20 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional theories of elections hold that an election is analogous to a consumer product market. According to the market paradigm, voters are consumers, candidates are competing firms, and an election is a market in which voters exchange votes for policy by voting for the candidates whose policies they prefer. According to this logic, a healthy democracy requires frequent competitive elections. The market analogy underlies decades of electoral theory, but in Hiring and Firing Public Officials, Justin Buchler contends that it does not capture the real nature of elections. In fact, our widespread dissatisfaction with the current state of electoral politics derives from a fundamental misunderstanding of what elections are and what purpose they serve. As Justin Buchler shows, an election is a mechanism by which voters hire and fire public officials. It is not a consumer product market--it is a single employment decision. Thus, the health of democracy depends not on regular competitive elections, but on posing a credible threat to fire public officials who do not perform their jobs well. However, the purpose of that threat is to force public officials to act as faithful public servants so that they do not have to be fired. Thus, competitive elections, by most definitions, are indicative of a failure of the democratic system.
