Book excerpt: This comprehensive and in-depth look at southern politics in the United States challenges conventional notions about the rise of the Republican Party in the South. David Lublin argues that the evolution of southern politics must be seen as part of a process of democratization of the region's politics. The Voting Rights Act of 1965 provided a sharp jolt forward in this process by greatly expanding the southern electorate. Nevertheless, Democrats prevented Republicans from capitalizing rapidly on these changes. The overwhelming dominance of the region's politics by Democrats and their frequent adoption of conservative positions made it difficult for the GOP to attract either candidates or voters in many contests. However, electoral rules and issues gradually propelled the Democrats to the Left and more conservative white voters and politicians into the arms of the Republican Party. Surprisingly, despite the racial turmoil of the civil rights era, economic rather than racial issues first separated Democrats from Republicans. Only later did racial and social issues begin to rival economic questions as a source of partisan division and opportunity for Republican politicians.

Compared to the United States, however, there is little scholarship on firearms policy to the neighbouring north. Using Canadian firearms policy, Aiming to Explain examines five prominent policy process theories employed during the period from the 1989 Montreal Massacre to the 2012 cancellation of the universal firearms registry. Throughout, B. Timothy Heinmiller and Matthew A. Hennigar present rigorous applications of rational choice institutionalism, social constructivism, the advocacy coalition framework, the multiple streams framework, and punctuated equilibrium. The investigations draw on method-based best practices, while also making use of a wide range of data collection and analysis techniques, including inferential statistics, descriptive statistics, process tracing, congruence analysis, and qualitative content analysis. The goal of Aiming to Explain is not to select a single best theory, but to compare their relative strengths and weaknesses in an effort to direct future research and theoretical development efforts in the study of Canadian public policy.

More than a decade later, the government introduced revisions to the Criminal Code of Canada aimed at strengthening corporate criminal liability. Bill C-45, dubbed the Westray bill, requires employers to ensure a safe workplace and attributes criminal liability to organizations for seriously injuring or killing workers and/or the public. In Still Dying for a Living, Steven Bittle turns a critical eye on Canada’s corporate criminal liability law. Interweaving Foucauldian and neo-Marxist literatures with in-depth interviews and parliamentary transcripts, Bittle reveals how various legal, economic, and cultural discourses surrounding the Westray bill downplayed the seriousness of workplace injury and death, effectively characterizing these crimes as regrettable but largely unavoidable accidents. As long as the primary causes of workplace injury and death are not properly scrutinized, Bittle argues, workers will continue to die in the pursuit of earning a living.
