Traditionally, social order at the grass-roots level was maintained through an organic combination of self-rule by the people and authority rule by political leaders. As a hybrid form of social order, therefore, it not only has features of autonomy but also reflects the power of the state apparatus. Despite the modernization of the nation-state, the old rules sustaining social order at the grass-roots level are still very much in effect and have seamlessly integrated into the new social structure. Unless we fully appreciate this fundamental continuity, we would not be able to understand how social order at the grass-roots level today is upheld and functions. And the modernization of social order at the grass-roots level is most fruitfully studied from the perspectives of the construction of modern public social relations and the development of grass-roots systems of social autonomy.

At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.

Historically, this has forced organizers to design weak initiatives that every industry member can agree to. Not surprisingly, these "lowest common denominator" standards have often been weak. Many observers take this as a sign that self-regulation is inherently ineffective. But is this true? Many New Economy industries repeatedly converge on strong and even controversial standards. Indeed, the dominance of Microsoft and other Internet giants is based on this phenomenon. In these cases, at least, standards organizers do not even try to please everyone. Instead, they focus on being the first to achieve some critical mass of supporters. Thereafter, economic forces tend to reinforce the dominant standard until even its opponents join. So far, most New Economy standards have been narrowly focused on technical specifications and economic issues. However, there is no reason why the same market forces cannot be made to serve self-governance and policy goals. This article describes a landmark experiment in which a small group of European biotech companies did just that. Despite early opposition, their voluntary system for screening customer orders against terrorist threats has now been adopted across the industry. This is true even though the new practices require much more effort than official US government guidelines. Prof. Maurer's article explores this example in detail and explains why similar "strong self-governance" experiments should be possible in most high tech industries. More than this, he argues that industry self-governance will usually reflect democratic values. In the process, he breathes new life into the concept of industry self-regulation. Finally, Prof. Maurer suggests concrete steps that government can take to promote future self-governance experiments by industry.

Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.
