Book Congress of Local and Regional Authorities Texts Adopted

Download or read book Congress of Local and Regional Authorities Texts Adopted written by Congress of Local and Regional Authorities of Europe and published by . This book was released on 2007-03-31 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication brings together the texts adopted by the Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratie structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the dâcisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations.

Book Good Administration and the Council of Europe

Download or read book Good Administration and the Council of Europe written by Ulrich Stelkens and published by Oxford University Press. This book was released on 2020-09-11 with total page 912 pages. Available in PDF, EPUB and Kindle. Book excerpt: Good Administration and the Council of Europe: Law, Principles, and Effectiveness examines the existence and effectiveness of written and unwritten standards of good administration developed within the framework of the Council of Europe (CoE) and in the case law of the European Court of Human Rights. These standards - called 'pan- European general principles of good administration' - cover the entire range of general organizational, procedural, and substantive legal institutions meant to ensure a democratically legitimized, open, and transparent administration respecting the rule of law. They are about the 'limiting function' of administrative law: its function to protect individuals from arbitrary power, to legitimize administrative action, and to combat corruption. This book analyses the sources and functions of the pan-European general principles of good administration and seeks to uncover how deeply they are rooted in the domestic legal systems of the CoE Member States. It comprises 28 country reports dedicated to an in-depth exploration of the impact of these standards on the national legal systems of the Member States written by respective experts on these systems. It argues that the pan-European general principles of good administration lead to a certain harmonization of the legal orders of the Member States with regard to the limiting function of administrative law despite the many fundamental differences between their administrative and legal systems. It comes to the further conclusion that the pan-European general principles of good administration can be considered as a concretization of the founding values of the CoE and describes the 'administrative law obligations' a Member State entered into when joining the CoE.

Book Corruption and Democratic Transition in Eastern Europe

Download or read book Corruption and Democratic Transition in Eastern Europe written by Marija Zurnić and published by Springer. This book was released on 2018-06-16 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the relationship between corruption scandals and transitional processes in post-Milošević Serbia after 2000. The study challenges the view that corruption has always been understood as a conflict between private interests and the public good, as these concepts are defined in Western democracies, and explores how anti-corruption discourse has been used for political mobilisation. Through an examination of high-profile political scandals in Serbia, the author shows how the meaning of corruption changed over time. In the early 2000s, corruption focused on the legacy of Milošević’s rule and was identified through the public’s limited access to the privatisation process. By the end of the decade, conceptualisations of corruption in public debate were so diversified that each anti-corruption measure undertaken by the state was interpreted as an act of corruption by other voices in the discourse. The book will appeal to students and scholars interested in corruption studies, discourse analysis and Balkan politics.

Book Heritage for development in South East Europe

Download or read book Heritage for development in South East Europe written by Council of Europe and published by Council of Europe. This book was released on 2015-05-22 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays in this book present, for the first time in published form, a systematic comparative overview of cultural heritage policy and its impact – specifically in the field of immovable heritage such as archaeological and historic sites – in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, “The former Yugoslav Republic of Macedonia”, Montenegro, Romania and Serbia. The studies focus on the decade from 2003 to 2013 that followed the traumatic and often violent upheavals associated with the breakdown of communism. That same period also saw a shift in the policy of the European Union and the Council of Europe in support of cultural heritage policies in the region, which led to the launching of the “Ljubljana Process: rehabilitating our common heritage”. The challenges gradually moved from encouraging professionals to adopt European standards and realising the potential of heritage to build bridges between peoples and to foster reconciliation, towards highlighting its wider benefits as a catalyst of economic development for the local economy and the quality of life of citizens. Theorists and practitioners will gain a better insight into the value of cultural heritage and the specificity of cultural heritage policies in South-East Europe, as well as the underlying facts, vision, context and impact of the Ljubljana Process. This will encourage questioning of existing public policies, as well as the promotion and affirmation of cultural heritage within a new “culture of development”.

Book Integrated Management Tools in the Heritage of South East Europe

Download or read book Integrated Management Tools in the Heritage of South East Europe written by Rob Pickard and published by Council of Europe. This book was released on 2008-01-01 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, a "transnational theme-based debate" was organised. The second step in this debate stemmed from an assessment of requests from the countries/regions participating in the Regional Programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/ UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".The first step was concerned with current heritage policies and legislation. Its aim was to take stock of the position regarding legislative reforms and heritage policies in the countries of South-East Europe. It also highlighted the need for an in-depth analysis of certain key areas where difficulties still arose in implementation. The second step was concerned with tools for integrated management of the cultural and natural heritage, in the broad sense of the term "heritage" (the concept of cultural environment). It linked together three key topics previously identified: documentation systems, incorporating the heritage dimension in environment, regional development and town planning documents, permits, controls and penalties related to heritage conservation work.
