Therefore the more progressive club women soon realized that in combination lies strength not to be attained by any unit. The time was ripe for concert of action, cooperation in effort. In the middle States and New England the federation plan originated, the clubs forming first a State federa tion and then these State federations joined together into the General Federation Of Women's Clubs, with national Officers and a' national board. The General Federation brought about as fast as possible other State organizations, which in turn affiliated with the General Federation, At present thirty State federations are members Of the General Federation, and in time no doubt the clubs of every State in the Union will band together and enter the national federation. An earlier report, published in the Bulletin of the Bureau of Labor for May, 1908, describes the purpose, administration, and results of the law, and sentiment toward it during the first year it was in force, and contains a detailed commentary on its provisions. Since then the act has not been amended, but subsequent experience enables a maturer judgment to be formed of its strong features, as well as of the deficiencies that accompany such experimental legislation, and makes possible a fairer estimate of its usefulness. On the whole it does not seem necessary to revise the conclusions of the previous report, which the following observations will supplement rather than supersede. But the nearness of Canada, the similarity of its indus trial conditions to our own, the fact that this law directly affects trade unions and corporations on both sides the border, and the advocacy of like legislation in the United States make of value to Americans current information upon this subject. These statutes, notably those aimed at the punishment of conspiracy and the preven tion of intimidation, coercion, boycotting, and blacklisting, either in their terms apply to the acts both of the employers and employees or else are couched in such general language as to be fairly construed SO to apply, and even those which provide for action to be taken by third parties, such as the laws providing for arbitration, etc. Usually contain, also, provisions regulating the-action of the parties in interest - the employer and employees. For this reason it is practically impossible to separate entirely these different kinds of statutes, and in what follows they will be treated of largely in a mass. Book excerpt: Excerpt from Department of Labor Bulletin, 1911, Vol. 13 Monthly returns from 192 representative trade unions throughout the state, with a total member t°ship Of show that during the last half of the year 1910, the amount of idleness among or ganized wage earners averaged higher than in 1909, but that unem ployment, that is idleness not caused by disability or labor disputes but due to the condition Of trade, averaged just about the same as in 1909. The higher proportion Of idleness in general was due to the great number Of cloak makers idle in New York City during the general strike in that trade in July and August. This had the effect Of sending up the proportion Of idleness in those months, in which the trend is usually in the opposite direction, from per cent at the end Of J une to per cent at the end Of July and per cent at the end of August, so that whereas the June percentage in 1910 was below that for 1909, being as against the August percentage was much higher, as compared with the year before. If idleness due to disability and labor disputes be excluded, the returns indicate practically the course Of unemployment as affected by the condition of trade. On this basis, the mean percentage Of unemployment for the last half of 1910 was as compared with for 1909. Similar figures for the end of December are for 1910 as against in 1909. In comparison with earlier years, both 1909 and 1910 show much lower percentages Of unemployment for the last six months and for the close of the year than did 1907 or 1908, when the industrial depression was much in evidence; but. On the other hand, the 1909 and 1910 percentages are still considerably above those for 1904, 1905 and 1906.
