Book excerpt: In 1943, the first great wave of Hitler’s soldier’s came to America, not as goose-stepping conquering heroes, but as prisoners of war. By the time World War II ended in 1945, more than six hundred German POW camps had sprung up across America holding a total of 371,683 POWs. One of these camps was established at the U.S. Army’s training installation Camp Cooke on June 16, 1944. The POW base camp at Cooke operated sixteen branch camps in six of California’s fifty-eight counties and is today the site of Vandenberg Air Force Base in Santa Barbara County. Compared to other prisoner of war camps in California, Camp Cooke generally held the largest number of German POWs and operated the most branch camps in the state. A large number of the prisoners were from Field Marshal Erwin Rommel’s Afrika Korps, as well as from other military formations. Under the terms of the Geneva Convention, the prisoners received comfortable quarters and excellent care. They filled critical wartime labor shortages inside the main Army post at Cooke and in the outlying civilian communities, performing agricultural work for which they were paid. On weekends and evenings, they enjoyed many recreational entertainment and educational opportunities available to them in the camp. For many POWs, the American experience helped reshape their worldview and gave them a profound appreciation of American democracy. This book follows the military experiences of fourteen German soldiers who were captured during the campaigns in North Africa and Europe and then sat out the remainder of the war as POWs in California. It is a firsthand account of life as a POW at Camp Cooke and the lasting impression it had on the prisoners.

Major General James A. Ulio helped win World War II, though his war was fought from the desk. As adjutant-general throughout the war years, many American families would have recognized his name from one of nearly 900,000 telegrams he signed—all of which began with the words: “. . . regret to inform you . . .” However, his role was far wider than overseeing these sad communications. Ulio faced the task of building an Army large enough to fight wars in Europe, North Africa and the Pacific. Through his efforts, the Army increased in size from around 200,000 soldiers to eight million—in less than five years. He advocated and navigated around lowering the draft age to eighteen. He led and oversaw training efforts that quickly and efficiently prepared soldiers. The general correctly projected that those methods would be a positive outcome of the war. His team identified the appropriate allocation for incoming troops. In order to field sufficient troops to ensure an Allied victory, Ulio had to address and challenge commonly held beliefs on race and gender. It was his order in 1944 that ended segregation on military transportation and in recreational facilities on Army posts. Through radio addresses, newspaper interviews, and public appearances, Ulio became the face of the Army during the war. He served as troop morale booster, advocate, and cheerleader for the war effort. Finally, he led demobilization planning to bring home millions of soldiers after the war, transitioning them back into civilian life. The son of an immigrant career soldier, General Ulio grew up on Army posts and had an eleventh-grade education. A West Point alternate, Ulio enlisted as a private in the U.S. Army in 1900. In 1904, he earned his commission as a lieutenant, and served in France during World War I. Without a college degree, he graduated from the Army's Command and Staff School and the Army War College and five colleges would eventually award him honorary doctorates. Ulio’s military career spanned 45 years and he served as military aide to two presidents. This biography sets Ulio’s achievements in context and explores the magnitude of his part in facilitating an Allied victory World War II. Praise for Major General James A. Nisei Linguists: Japanese Americans in the Military Intelligence Service during World War II tells the story of these soldiers, how the Military Intelligence Service (MIS) recruited and trained them, and how they served in every battle and campaign in the war against Japan. Months before Pearl Harbor, the Western Defense Command (WDC) selected sixty Nisei soldiers for Japanese-language training. When the WDC forcibly removed more than 100,000 persons of Japanese ancestry from the West Coast, MIS continued to recruit Nisei from the relocation camps and later from Hawaii. Over the next four years, the school graduated nearly 6,000 military linguists, including dozens of Nisei women and hundreds of Caucasians. Nisei Linguists tells the remarkable story of those who served with Army and Marine units from Guadalcanal to the Philippines, Iwo Jima, and Okinawa. Their duties included translation, interrogation, radio monitoring, and psychological warfare. They staffed theater-level intelligence centers such as the Allied Translator and Interpreter Section in the Southwest Pacific Area. In China, Burma, and India they served with the Office of Strategic Services, Merrill’s Marauders, and Commonwealth forces. Others served with the Army Air Forces or within the continental United States. At war’s end, the Nisei facilitated local surrenders of Japanese forces as well as the occupation. Working in military government, war crimes trials, censorship, and counterintelligence, the MIS Nisei contributed to the occupation’s ultimate success.
