Book excerpt: Despite being one of the cornerstone activities of a democracy, not everybody in the United States can, or will, vote. Even those who do turn out to vote may not vote in all races on the ballot. The concept of ballot roll-off (i.e., not completing one's ballot) has received less attention from political scientists than turnout. Roll-off often happens in low-profile elections where voters do not have enough information to decide. Additionally, perhaps this practice is not too surprising given that many voters need to be motivated by someone or something to turn out to the polls. Labor unions are one notable turnout mobilizer. They spend considerable resources socializing and encouraging their members to vote. Since they train their members to be more civically engaged, it raises the question of whether these efforts go beyond merely turnout and translate to voting down-ballot. Using data from the Cooperative Election Study, I found that union members and union household members are not more likely to vote in United States House of Representatives or Senate elections. When testing gubernatorial elections, I found that union members are less likely to vote than non-members.

Tova Andrea Wang examines the history of how U.S. election reforms have been manipulated for partisan advantage and establishes a new framework for analyzing current laws and policies. The tactics that have been employed to suppress voting in recent elections are not novel, she finds, but rather build upon the strategies used by a variety of actors going back nearly a century and a half. This continuity, along with the shift to a Republican domination of voter suppression efforts for the past fifty years, should inform what we think about reform policy today. Wang argues that activities that suppress voting are almost always illegitimate, while reforms that increase participation are nearly always legitimate. In short, use and abuse of election laws and policies to suppress votes has obvious detrimental impacts on democracy itself. It’s very easy to program a machine to change votes. There’s no way to determine if that has happened. There were enough irregularities with the electronic voting machines used throughout the 2004 election to make anyone think twice about using them again. Avi Rubin has testified at Congressional hearings trying to alert the government that it has put our democracy at risk by relying so heavily on voting machines without taking the proper precautions. As he has waged this battle, he has been attacked, undermined, and defamed by a prominent manufacturer. His job has been threatened, but he won’t give up until every citizen understands that at this moment, our democracy hangs in the balance. There are simple solutions and, before you vote in the next election, Rubin wants you to know your rights.
