Book excerpt: Carbon capture and storage (CCS) is the process of capturing carbon dioxide (CO2) prior to its being emitted into the atmosphere, then either using it in a commercial application or storing it in geological formations for hundreds to thousands of years. If policies aimed at large reductions of CO2 emissions from industrial sources and power plants are enacted, more CCS will be needed. RAND researchers explored the ability of the industrial base supporting the transportation and storage of CO2 to expand, assessing the industrial base for transportation and injection for CO2 for both geologic storage and enhanced oil recovery. They also identified and quantified the activities, equipment, and labor required for transporting CO2 to an injection site, using it in oil recovery, and storing it in a geologic formation. RAND developed four scenarios for future CCS development and determined that under most of them, significant expansion of geologic storage capacity is required after 2025, and that based on current activities, it appears that the industrial base supporting the development of geologic storage has the ability to meet increased needs for CO2 storage.

Book excerpt: DOE prepared this EA to evaluate the potential environmental consequences of providing a financial assistance grant under the American Recovery and Reinvestment Act of 2009 (Recovery Act) (Recovery Act; Public Law 111-5, 123 Stat. 115) to Air Products and Chemicals, Inc. (Air Products). If Air Products received the funding, the company would demonstrate the capture of carbon dioxide (CO2) from steam methane reformers at Air Products facilities in Port Arthur, Texas; transporting the CO2 via pipeline; and conducting monitoring, verification, and accounting (MVA) related to enhanced oil recovery (EOR) at the West Hastings Field. The CO2 would be sequestered in the Frio formation as part of the EOR activities. Air Products would capture approximately one million short tons of CO2 per year using vacuum swing adsorption. The compressed CO2 would be piped approximately 12.8 miles to the existing Green Pipeline, which would in turn convey the CO2 to the West Hastings Field south of Houston, Texas. Denbury Onshore, LLC. is a subcontractor to Air Products for the use of the Green Pipeline and will share responsibility for conducting the MVA activities. DOE's proposed action would provide approximately $284 million in financial assistance in a cost-sharing arrangement to Air Products. The cost of the proposed project would be approximately $431 million. This EA evaluates the environmental resource areas DOE commonly addresses in its EAs and identifies no significant adverse environmental impacts for the proposed project. The proposed project could result in beneficial impacts to the nation's energy efficiency, through capture of CO2 at existing Air Products facilities within the Valero Port Arthur Refinery, and to the local economy; increase domestic oil production; and could contribute to a minor reduction of greenhouse gases.

The report states that the extent to which CO2-EOR will be leveraged for wide-scale CCUS deployment depends largely on how the CO2-EOR market develops and on what type of policy actions are taken to incentivize CO2 capture.

Book excerpt: The National Research Council's (NRC's) Committee on Novel Approaches to the Management of Greenhouse Gases from Energy Systems held a workshop at the Arnold and Mabel Beckman Center in Irvine, California, on February 12-14, 2003, to identify promising lines of research that could lead to currently unforeseen breakthroughs in the management of carbon from energy systems. The information identified by participants in the workshop will be used by the U.S. Department of Energy's (DOE's) Office of Fossil Energy (FE) to award grants for new research in carbon management. During the workshop, invited participants from a variety of disciplines contributed their expertise and creativity to addressing the problem of carbon management. The ideas developed during the workshop were synthesized into this report by the committee, which oversaw the organization and execution of the workshop. However, this workshop summary does not contain any committee conclusions or recommendations, but simply reports on research areas that were identified as promising during the workshop discussions. The purpose of the workshop, as noted, was to identify novel approaches to the management of carbon from energy systems. The workshop is part of a project conducted by the NRC for DOE's Office of Fossil Energy (DOE/FE). DOE/FE will consider the workshop report as it develops a solicitation to be issued in spring 2003. The solicitation will call for research proposals on enabling science and technology research on novel approaches for the management of carbon from energy systems. Chapters 2 through 6 of this report summarize the most promising new ideas on carbon management identified by each of the four subgroups at the workshop. In the respective chapters, the ideas are described, their significance is explained, and research opportunities are listed. Each chapter includes a statement of the scientific and engineering challenges related to its topic. Chapter 6 includes crosscutting issues not specific to one of the four subgroups. The chapters themselves do not include detailed analysis regarding feasibility, energy and mass balance, and so forth, as the workshop's time and scope did not permit this; it is assumed such analyses will be carried out in the research proposals that DOE funds.
