Book excerpt: The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.

Esta visión, auspiciada por los partidarios de la Contrarrevolución, posteriormente se ha hecho canónica al asentarse los principios proclamados por los revolucionarios franceses. Con la perspectiva de esta visión sesgada, los escritos referentes a la religión se ven como añadidos discordantes, explicándose por causas subjetivas los que se presentan como disarmonías. Frente a esta interpretación, la que el autor propone atiende a aspectos culturales, antes que a aspectos subjetivos. Rousseau es fruto de un momento de transición. Frente al XVIII como el siglo de la razón, el pueblo es eminentemente religioso. La opción de Rousseau por el sentimiento religioso es una opción epistemológica pero a su vez es una opción social, una opción por el pueblo llano, frente a la razón auspiciada por la élite. Rousseau propone una revolución moral presidida por esquemas religiosos, aunque esta religión tiene que adaptarse a los nuevos tiempos: la metafísica debe ceder ante lo terrenal, o la moral primar frente a lo teológico. La religión civil, como religión patriótica, es expresión de su deísmo en el ámbito político.

Es dentro de esta dinámica social que emerge la figura creativa de Alejandro García Villalón Virulo y sus grabaciones sonoras (1973-2021). En estas, el cantautor empleó disímiles recursos musicales, literarios, escénicos y visuales para ejercer la crítica sobre sus contextos germinales, como vía desacralizadora de culturas hegemónicas y paradigmas sociales construidos a lo largo del devenir histórico de los pueblos de la región. La casi nula existencia de estudios académicos sobre este artista y sus documentos sonoros constituye una oportunidad para construir su biografía sonora como contexto de performance (1955-2008), donde se imbricaron elementos históricos, políticos, sociales y culturales condicionados por marcos temporales y espacios geográficos. Para ello, se concatenaron herramientas teóricas, conceptuales y metodológicas provenientes de los estudios de performance, la historiografía crítica y la musicología popular. La presente investigación conduce a repensar las relaciones entre música y humor en culturas musicales de América Latina y el Caribe, la concepción de la biografía sonora de un cantautor como aproximación a su contexto germinal, así como el abordaje de los documentos de música grabada o programada como fuentes primarias de información para estudios sociales de prácticas sonoro-musicales situadas.

La intrahistoria periodística. También la historia de los impresores que los hicieron posible, de modo muy particular en la saga de los Murillo de Guayaquil. En el caso de las provincias de Guayas, Manabí, Esmeraldas, Los Ríos y Santo Domingo de los Tsáchilas, este libro nos descubre muchos aspectos desconocidos o inexplorados del rico periodismo allí gestado. Por todo ello, seguro que será del interés no solo de periodistas y comunicadores, coterráneos o no, sino de todos aquellos atraídos por las raíces y valores de los pueblos de la costa ecuatoriana, en los que la lucha por la independencia y la libertad define su aguerrida personalidad y, por ende, su combativo periodismo.
