For the Pacific theater, the extent of British participation in the war against Japan was deliberated. One key discussion centered around the Burma campaign, including Operation Dracula, the airborne and amphibious attack on Rangoon. Perhaps the most far-reaching exchange, however, concerned the allocation of postwar occupation zones in Germany. Octagon was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Joseph Stalin was also in attendance and played an important role. Stilwell, USA, from the China-Burma-India Theater were also present for the discussions on this region, marking the first time when Allied commanders from Asia attended a major wartime conference. Building on the decision at the Casablanca Conference to knock Italy out of the war first, the planning for the Italian campaign, which would begin with the amphibious invasion of Sicily (Operation Husky), was a major focus at the Trident Conference. Book excerpt: he Argonaut Conference, which lasted from January 30 to February 11, 1945, took place in two locations: the island of Malta and Yalta in the Soviet Union. This important conference marked the second occasion that the Big Three leaders—President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and Soviet premier Joseph Stalin—and the Combined Chiefs of Staff conferred on the progress of the war. The first part of the conference (sometimes called the Malta Conference) occurred in Malta from January 30 to February 3. It was an opportunity for American and British leaders to plan for the final campaign against the Germans and to prepare for the Yalta meeting with Stalin and Soviet leaders. The second part of the conference, also known as the Yalta Conference, was hosted by Stalin in the Soviet resort town from February 4 to 11. Book excerpt: The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. Focusing almost exclusively on the Pacific campaign, the Allied leaders and the Combined Chiefs of Staff discussed numerous topics related to the war against Japan. Roosevelt, British prime minister Winston S. Churchill, and Chinese leader Chiang Kai-shek. The primary topic under consideration for the Allies was planning for the defeat of Japan. The Eureka Conference (also called the Tehran Conference) met from November 28 to December 1, 1943, in Tehran, Iran. Book excerpt: Two weeks after the United States entered World War II, the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, from December 24, 1941 to January 14, 1942. Working together with senior military leaders from the United States and Great Britain, President Franklin D. Roosevelt and Prime Minister Winston S. Churchill made the initial crucial decisions for the combined war effort at this important meeting. One of these established the Combined Chiefs of Staff, comprising the high-ranking officers who would become the US Joint Chiefs of Staff and their British counterparts. It was this consultative body of top military leaders that would refine the Allied military strategy and approve all significant military decisions for the duration of conflict. The most consequential decision reached at Arcadia was that of “Germany first,” making the defeat of Germany the prime Allied objective. Additionally, plans to invade North Africa, which would come to fruition in November 1942 with Operation Torch, were extensively studied and discussed. Arcadia was the first in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. Roosevelt and British prime minister Winston S. Churchill met at the Anfa Hotel in Casablanca in French Morocco for a ten-day conference to plan the next stages of the war against the Axis. Accompanied by the French generals Charles de Gaulle and Henri Giraud, the two leaders and the Combined Chiefs of Staff mapped out the grand strategy for both the European and the Pacific theaters. (Soviet premier Joseph Stalin was invited but unable to attend because of the ongoing Battle of Stalingrad.) Held just two months after the Anglo- American landings in French North Africa and known as the Casablanca Conference, the meeting lasted from January 14 to 24 and addressed several key issues of the conflict, such as the opening of a second front in France (the decision was made at Casablanca to first invade Sicily and then the Italian mainland in order to drive Italy out of the war), the German U-boat threat on convoys in the Atlantic, and Roosevelt and Churchill's decision to pursue the unconditional surrender of the Axis powers. Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. The use of US Army and Navy aviation against Japan was also discussed. In addition to the US Joint Chiefs of Staff and the British Chiefs of Staff Committee, some of these CCS meetings were attended by members of Allied and Commonwealth countries when issues relating to their national interests were considered. The Post-Arcadia Conference was the second in a series of high-level conferences held in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff attended the conference, and Canadian prime minister Mackenzie King served as host. The opening of a second front in northern France, code-named Operation Overlord, was extensively discussed at the conference. Ultimately, the Allied leaders decided that Overlord was to be the main effort in Europe for the next year, with a target invasion date of May 1, 1944. In the Pacific, one important decision reached at Quadrant was the establishment of the Southeast Asia Command in the China-Burma-India Theater. Another major Allied focus in the Pacific was planning strategic bombing operations for the defeat of Japan using B-29 Superfortresses.
