Book excerpt: The objective of this project is the development of a preliminary design for a full-sized, closed cycle, ammonia power system module for the 100 MWe OTEC demonstration plant. In turn, this demonstration plant is to demonstrate, by 1984, the operation and performance of an Ocean Thermal Power Plant having sufficiently advanced heat exchanger design to project economic viability for commercial utilization in the late 1980's and beyond. Included in this power system development are the preliminary designs for a proof-of-concept pilot plant and test article heat exchangers which are scaled in such a manner as to support a logically sequential, relatively low-cost development of the full-scale power system module. The conceptual designs are presented for the demonstration plant power module, the proof-of-concept pilot plant, and for a pair of test article heat exchangers. Costs associated with the design, development, fabrication, checkout, delivery, installation, and operation are included. The accompanying design and producibilty studies on the full-scale power system module project the performance/economics for the commercial plant. This section of the report contains appendices on the developed computer models, water system dynamic studies, miscellaneous performance analysis, materials and processes, detailed equipment lists, turbine design studies, tube cleaner design, ammonia leak detection, and heat exchanger design supporting data. Book excerpt: NOAA/DOE has selected three concepts for a baseline design of the cold water pipe (CWP) for OTEC plants: (1) a FRP CWP of sandwich wall construction suspended from the Applied Physical Laboratory/John Hopkins University (APL/JHU) barge at a site 200 miles east of the coast of Brazil using a horizontal deployment scheme; (2) an elastomer CWP suspended from the APL/JHU barge off the southeast coast of Puerto Rico using either a horizontal or vertical deployment scheme; and (3) a polyethylene CWP (single or multiple pipe) suspended from the Gibbs and Cox spar at the Puerto Rico site using a horizontal deployment scheme. TRW has developed a baseline design for each of these configurations. Book excerpt: The programmatic environmental analysis is an initial assessment of Ocean Thermal Energy Conversion (OTEC) technology considering development, demonstration and commercialization. It is concluded that the OTEC development program should continue because the development, demonstration, and commercialization on a single-plant deployment basis should not present significant environmental impacts. However, several areas within the OTEC program require further investigation in order to assess the potential for environmental impacts from OTEC operation, particularly in large-scale deployments and in defining alternatives to closed-cycle biofouling control: (1) Larger-scale deployments of OTEC clusters or parks require further investigations in order to assess optimal platform siting distances necessary to minimize adverse environmental impacts. (2) The deployment and operation of the preoperational platform (OTEC-1) and future demonstration platforms must be carefully monitored to refine environmental assessment predictions, and to provide design modifications which may mitigate or reduce environmental impacts for larger-scale operations. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties. This volume contains these appendices: Appendix A -- Deployment Scenario; Appendix B -- OTEC Regional Characterization; and Appendix C -- Impact and Related Calculations.
