Book excerpt: Over the last two decades, the scientific and popular media have been bombarded by gloom and doom stories of the future of fisheries, the status of fish stocks, and the impact of fishing on marine ecosystems. Dozens of certification and labeling schemes have emerged to advise consumers on what seafood is sustainable. In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. This book will explore very different perspectives on sustainability, and bring together the data from a large number of studies to show where fish stocks are increasing, where they are declining, the consequences of alternative fisheries management regimes, and what is known about a range of fisheries issues such as the impacts of trawling on marine ecosystems. Ocean Recovery is aimed principally at a general audience that is already interested in fisheries but seeks both a deeper understanding of what is known about specific issues and an impartial presentation of all the data rather than selected examples used to justify a particular perspective or agenda. It will also appeal to the scientific community eager to know more about marine fisheries and fishing data, and serve as the basis for graduate seminars on the sustainability of natural resources.

Daniel Pauly, a well-known fisheries expert who was a co-author of all five articles, presents each original article here and surrounds it with a rich array of contemporary comments, many of which led Pauly and his colleagues to further study. Book excerpt: Under the Magnuson-Stevens Fisheries Conservation and Management Act (FCMA), managers are required to use the "best scientific information available" in the preparation of federal fishery management plans (National Standard 2 in the FCMA). However, the Act provides no further guidance as to how conformance to this standard should be determined. Because adherence to this standard has often been contentious, Congress has considered adding a definition for what constitutes "best scientific information available" in the reauthorization of the FCMA. This report examines both the current application and the controversy over the standard and concludes that a legislative definition would be too inflexible to accommodate regional differences and future advances in science and technology. Instead, the report recommends that NOAA Fisheries adopt procedural guidelines to ensure that the scientific information used in the development of fishery management plans is relevant and timely and is the product of processes characterized by inclusiveness, transparency and openness, timeliness, and peer review.

Despite some successes, too many stocks continue to decline. Over the past decade, several problems have been identified that have contributed to the current dissatisfaction with how marine fisheries are managed. This dissatisfaction is evident from the large number of lawsuits filed by the fishing industry and environmental organizations. One central problem is overfishing. Overfishing issues have been discussed in a series of NRC reports, and these reports identify overcapitalization, and technological and gear improvements as some of the causes. The reports recommend ways to stem these problems and to advance the practice of fishery science at NMFS. This report reiterates some of these recommendations, and makes new recommendations to enhance the use of data and science for fisheries management.

The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.

In addition it aims to deliver an up to date reference to the current state of knowledge of fisheries oceanography in the California Current System.
