We have examined in this study the structural changes and growth performance of the Indian Economy and contrasted it with the happenings across a set of countries at different levels of development. The Indian Economy is first examined in isolation and then an inter-country analysis is carried out where some of the features depicted by the Indian Economy are further tested. The structural changes in the Indian Economy are examined on the basis of twenty two structural variables as were identified by Syrquin and Chenesy (1989). We also examine Economy and also for a set of countries at different levels of development.

Book excerpt: This paper examines the determinants of female labor force participation in India, against the backdrop of India having one of the lowest participation rates for women among peer countries. Using extensive Indian household survey data, we model the labor force participation choices of women, conditional on demographic characteristics and education, as well as looking at the influence of state-level labor market flexibility and other state policies. Our main finding is that a number of policy initiatives can help boost female economic participation in the states of India, including increased labor market flexibility, investment in infrastructure, and enhanced social spending.

Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

The 'World Development Report 2002: Building Institutions for Markets' undertakes the complex issue of the basic institutions needed for markets to function properly. This year's 'World Development Report' goes beyond a simple examination of institutional structure and explores the functions of institutions. Recognizing that one size does not fit all, the report asks what do all institutions which support markets do? The answer is simple: Institutions channel information, define and enforce property rights, and increase or prevent competition. Understanding the functions that current institutions and their proposed replacements would provide is the first step. The report contends that once you have identified the institutional functions that are missing, you can then build effective institutions by following some basic principles: - Complement what exists already - in terms of other supporting institutions, human capacities, and technology. - Innovate to suit local norms and conditions. Book excerpt: What changes are occurring at the macro and the sectoral levels, how the labour market changes are taking place and what impact is felt on the low income households are some of the questions that the present volume focuses on. It begins by examining the sectoral composition of growth, revisiting the issues related to industry-services balance, and also brings out the spatial dimension of growth. On the one hand the industry does not seem to have played a major role in the context of employment generation as imported technology is by and large capital intensive in nature. On the other hand, the services-led growth is seen to have reduced the pace of poverty reduction. Given the services-led growth the possible impact of trade in services on employment both in the formal and informal sectors have been worked out, indicating limited positive spill-over effects. The labour market outcomes are brought out with great details suggesting that rapid economic growth in India could not result in productive employment generation on a large scale. The gender dimensions of employment are brought out to verify if reduction in labour market inequality can result in improving the position of women in other spheres encompassing the decision making process both within the household and outside the household. Issues relating to urbanisation and rural-urban migration are also covered to understand the dynamics of urban poverty and to bring out the challenges of population transfer given the spatial concentration of growth. The job search practices pursued by the low income households are often pursued in terms of informal networks. What problems are associated with such mechanisms in experiencing improvements in wellbeing levels are covered in the present volume. On the whole, the volume offers an explanation of limited poverty reduction in a situation of rapid economic growth on the basis of an inter-disciplinary framework though efforts are being made to keep the methodology quantitatively rigorous.
