Book excerpt: This paper discusses reviews major issues and developments in the trade area and outlines the problems in the multilateral trading system that governments face as they seek to liberalize trade in the Uruguay Round of trade negotiations. The paper’s emphasis is on policy developments in the major trading nations as they relate to trade in both industrial and agricultural products. The survey also includes a review of trade policies in developing countries and refers to available quantitative evidence on protectionism wherever possible. The increased use of nontariff measures reflects, in part, the fact that most industrial countries have “bound” a considerable proportion of their tariffs, particularly on industrial products, at relatively low levels. Restrictions are particularly widespread in industries suffering from excess capacity (such as steel) and where comparative advantage has generally shifted to developing countries. The lack of major liberalization in agriculture in the US–Canada Free Trade Agreement has led some industrial countries to suggest that the US interest in multilateral negotiations is now primarily in agriculture and in some selected new areas, such as telecommunications, banking, and patent protection.

Book excerpt: The rapid loss of tropical forests, particularly in the developing world, has been a global concern since the late 1980s and has prompted a variety of international initiatives to save the forests. In 1991, the World Bank responded to global concerns and to criticism by nongovernmental organizations by forming a conservation-oriented forest strategy. Managing a Global Resource is an outgrowth of the independent evaluation conducted by the World Bank's Operations Evaluation Department and discusses how effectively that strategy was implemented. In this detailed investigation, Uma J. Lele explores why the loss of forests and biodiversity has been so rapid in some developing countries (Brazil, Indonesia, and Cameroon) and not in others (China, India, and Costa Rica). She assesses future prospects for conservation in these six countries by critically examining their policies, institutional arrangements, and emerging national and international instruments to conserve forests and biodiversity. Together these six countries account for 25 percent of the world's forest cover and 44 percent of the world's population. Managing a Global Resource presents case studies of the forest sectors of each country in the context of overall development policies, interest groups, and governance issues. Lele's investigation finds a fundamental divergence in forest-rich countries between the global objectives of conservation and the local objectives of development and private profit. In some forest-poor countries, in contrast, natural resource loss has led the countries on their own accord to adopt a variety of conservation-oriented policies and programs. Despite the greater congruence between the global and national objectives in these forest-poor countries, competing demands on their resources and the constraints on their policies, institutions, and human capital make it difficult for them to affect forest and biodiversity conservation. Given that the livelihood of millions is at stake, there is an urgent need to reconsider the causes of and the remedies for poverty. Poverty and its reduction are closely linked to the natural-resources base. The quality and bounty of the local environment certainly affect living conditions of the poor and their poverty is often seen as a contributing factor to the degraded condition of the local environment. Teasing apart the direction of causality in this resource–poverty nexus is a serious empirical challenge. This book contributes to an improved understanding of the economic dimensions of environmental and natural-resource management and poverty alleviation. The ten chapters of the book offer an overview of the current knowledge concerning the relation between poverty, environment and natural-resource use. Three sides of the debate receive particular attention. First, the relation between resource use and poverty is discussed from a theoretical point of view. Second, it is questioned whether payments for environmental services or considering values of resources can be an effective tool for stimulating both sustainable resource use and poverty alleviation. Third, alternative strategies to break the land degradation–poverty cycle are discussed.

The agriculture sector not only contributes to climate change but also feels the severity of its effects, with the water, carbon and nitrogen cycles all subject to modification as a result. Crop production systems are each subject to different types of threat and levels of threat intensity. There is however significant potential to both adapt to and mitigate climate change within the agricultural sector and reduce these threats. Each solution must be implemented in a sustainable manner and tailored to individual regions and farming systems. This Special Issue evaluates a variety of potential climate change adaptation and mitigation techniques that account for this spatial variation, including modification to cropping systems, Climate-Smart Agriculture and the development and growth of novel crops and crop varieties.

This trend in declining prices continues through the year 2001, despite the movement toward more liberalized agricultural trade. Trade liberalization has been the result of a variety of factors, including the implementation of the Uruguay Round Agreement, and the establishment of a variety of regional trade agreements, such as the North America Free Trade Agreement. Needless to say, in the face of falling agricultural prices and increasingly liberalized ag ricultural trade, the agricultural policy scene is an extremely complex one, both locally and globally. The chapters in this volume look to understand this complexity by ad dressing the interaction between trade, the economic well-being of the farm sector, and the possibilities for future policy reform.
