The inability of ASEAN to confront Myanmar's state of permanent aggression against its people is indicative of ASEAN weakness as a mechanism to advance human rights in Southeast Asia. ASEAN needs to institutionalize a community like the European Union. However, this is unlikely to be achieved unless member nation-states allow citizens to freely decide on their political and economic futures. Careful examination of current developments in China, Korea, and Southeast Asia show a need for expansion of our understandings of democracy and democratization. This book challenges traditional ways in which political regimes in local as well as national polities are conceived and labeled. It shows from Asian experiences that democracy and its precursors come in more forms than most liberals have yet imagined. In reviewing recent experiences of countries across East Asia, these chapters show that actual democracies and ostensible democratizations there are less like those in the West than the surprisingly consensual and standard political science of democratization suggests. This book first examines the extreme variation of democracy’s meaning in many Asian states that hold contested elections (South Korea, Taiwan, Indonesia, Malaysia, the Philippines, and Thailand). The book's evidence challenges the dominant 'state first, democracy later' argument, demonstrating instead that stateness is neither a sufficient nor a necessary condition for democratic consolidation. After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance.
