The three contributions collected in this volume deal with different aspects of a single theme—the logical status of scientific theories in their relation to observation. These lectures, authored by different thinkers, treat this theme in connection with some controversies in the philosophy of science. A nonspecialist who reads these lectures should realize that the theme itself is a perennial one with an ancient lineage. It has concerned philosophers from the earliest era of philosophy on down through the centuries. A central philosophical issue at stake in the lectures is the question of whether scientific theories are testable in terms of our observations such that we can know whether some theories are true and others false. Although differing in their emphases, all three contributors seek a more plausible and nonskeptical philosophical account of the status of scientific theories in relation to observation.

When a scientific effort fails to independently confirm the computations or results of a previous study, some fear that it may be a symptom of a lack of rigor in science, while others argue that such an observed inconsistency can be an important precursor to new discovery. Concerns about reproducibility and replicability have been expressed in both scientific and popular media. As these concerns came to light, Congress requested that the National Academies of Sciences, Engineering, and Medicine conduct a study to assess the extent of issues related to reproducibility and replicability and to offer recommendations for improving rigor and transparency in scientific research. Reproducibility and Replicability in Science defines reproducibility and replicability and examines the factors that may lead to non-reproducibility and non-replicability in research. Unlike the typical expectation of reproducibility between two computations, expectations about replicability are more nuanced, and in some cases a lack of replicability can aid the process of scientific discovery. This report provides recommendations to researchers, academic institutions, journals, and funders on steps they can take to improve reproducibility and replicability in science.

Book excerpt: . . . the topic of 'meaning' is the one topic discussed in philosophy in which there is literally nothing but 'theory' - literally nothing that can be labelled or even ridiculed as the 'common sense view'. Putnam, 'The Meaning of Meaning' This book explores some truths behind the truism that experimentation is a hallmark of scientific activity. Scientists' descriptions of nature result from two sorts of encounter: they interact with each other and with nature. Philosophy of science has, by and large, failed to give an account of either sort of interaction. Philosophers typically imagine that scientists observe, theorize and experiment in order to produce general knowledge of natural laws, knowledge which can be applied to generate new theories and technologies. This view bifurcates the scientist's world into an empirical world of pre-articulate experience and know how and another world of talk, thought and argument. Most received philosophies of science focus so exclusively on the literary world of representations that they cannot begin to address the philosophical problems arising from the interaction of these worlds: empirical access as a source of knowledge, meaning and reference, and of course, realism. This has placed the epistemological burden entirely on the predictive role of experiment because, it is argued, testing predictions is all that could show that scientists' theorizing is constrained by nature. Here a purely literary approach contributes to its own demise. The epistemological significance of experiment turns out to be a theoretical matter: cruciality depends on argument, not experiment.

Book excerpt: The concept of observability of entities in physical science is typically analyzed in terms of the nature and significance of a dichotomy between observables and unobservables. In this book, however, this categorization is resisted and observability is analyzed in a descriptive way in terms of the information which one can receive through interaction with objects in the world. The account of interaction and the transfer of information is done using applicable scientific theories. In this way the question of observability of scientific entities is put to science itself. Several examples are presented which show how this interaction-information account of observability is done. It is demonstrated that observability has many dimensions which are in general orthogonal. The epistemic significance of these dimensions is explained. This study is intended primarily as a method for understanding problems of observability rather than as a solution to those problems. The important issue of scientific realism and its relation to observability, however, demands attention. Hence, the implication of the interaction-information account for realism is drawn in terms of the epistemic significance of the dimensions of observability. This amounts to specifying what it is about good observations that make them objective evidence for scientific theories.

Book excerpt: Earlier in this century, many philosophers of science (for example, Rudolf Carnap) drew a fairly sharp distinction between theory and observation, between theoretical terms like 'mass' and 'electron', and observation terms like 'measures three meters in length' and 'is _2° Celsius'. By simply looking at our instruments we can ascertain what numbers our measurements yield. Creatures like mass are different: we determine mass by calculation; we never directly observe a mass. Nor an electron: this term is introduced in order to explain what we observe. This (once standard) distinction between theory and observation was eventually found to be wanting. First, if the distinction holds, it is difficult to see what can characterize the relationship between theory :md observation. How can theoretical terms explain that which is itself in no way theorized? The second point leads out of the first: are not the instruments that provide us with observational material themselves creatures of theory? Is it really possible to have an observation language that is entirely barren of theory? The theory-Iadenness of observation languages is now an accept ed feature of the logic of science. Many regard such dependence of observation on theory as a virtue. If our instruments of observation do not derive their meaning from theories, whence comes that meaning? Surely - in science - we have nothing else but theories to tell us what to try to observe.
