Book excerpt: In the wake of Goudao, the Diaoyu/Senkaku Islands Dispute sparked a series of protests in both China and Japan during the summer of 2012, followed by many maritime skirmishes and even threats of war breaking out between China and Japan. While this sovereignty dispute is primarily between China and Japan, due the Treaty of Mutual Cooperation and Security between the United States and Japan, the US finds itself in a difficult position caught between its security ally it must defend per treaty stipulations (Japan) and one of its greatest economic partners (China). This U.S. policy on the US-Japan Security Alliance impacts Sino-U.S. relations in a variety of ways and will continue to affect the Diaoyu/Senkaku Islands dispute. Understanding this security relationship and its impact on US China relations can help both Chinese and US policy makers make better policy choices. The author surveyed Chinese students at Peking University to understand current Chinese opinions regarding how US-China bilateral relations have been affected by the US-Japan Security Alliance in the wake of Goudao and the 2012 escalation of the Senkaku/Diaoyu Islands dispute. While students in general felt that US-Japan Security Relations and Obama's Pivot to Asia Strategy both negatively impacted US-China relations, Chinese students were nevertheless hopeful about the future of US-China relations. In response to the survey results, the author also poses several policy alternatives, such as improving people-to-people interactions, improving media perceptions and biases, as well as using economic organizations as a foundation for communication and mutually beneficial economic cooperation.

Book excerpt: This book examines the Senkaku/Diaoyu Islands dispute from a foreign policy perspective, focusing on three key stakeholders: China, Japan and the United States. The Senkaku/Diaoyu Islands dispute is a prominent territorial dispute between China and Japan. This book critically assesses that dispute in a pragmatic, policy-oriented manner. The central question of the work focuses on the various military (direct invasion, coercion) and non-military (bilateral negotiations, binding and non-binding third-party options and delaying) foreign policy avenues available to China to pursue its key interests over the disputed islands. To compare and contrast these different options, the book employs a qualitative rational-choice framework. This allows for a critical analysis on the merits and demerits of various options and to anticipate China’s potential course of action based on the principle that China is expected to act in a rational manner. This research offers two main contributions. First, it adopts a security-focused approach to complement the economic-focused works on the subject. Second, it critically examines the various foreign policy options as opposed to offering an avenue based on purely theoretical assumptions. While the work concludes that a delaying/status quo approach is rational for all parties involved, it highlights alternative policy avenues that can build on the conclusion of the rational-choice analysis. Through this it seeks to address the possibility of escalation and de-escalation on the East China Sea and highlights the critical role pro-active foreign policy making plays in averting a negative outcome of the dispute. This book will be of much interest to students of Chinese Foreign Policy, Asian Politics, Security Studies and International Relations.

Book excerpt: America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.

In recent years, the People’s Republic of China (PRC)’s increasingly assertive foreign policy behaviors have heightened tensions with its regional neighbors as well as the United States. However, under the Kuomintang (KMT) administration of Ma Ying-jeou, Taiwan discounted Beijing’s coercion and pursued rapprochement on the basis of the “1992 consensus,” which was a tacit agreement reached between the KMT and Chinese Communist Party in 1992 that both Taiwan and the mainland belong to one China though that “China” is subjected to either side's different interpretations. The author of this volume analyzes why Taipei underreacted towards the security challenges posed by the PRC and chartered policies that sometimes went against the interests of Washington and its allies in the Asia-Pacific. The KMT was pushing for nation-building initiatives to rejuvenate the ROC’s “one China” ruling legitimacy and to supplant pro-independence forces within Taiwan. The island’s deeply fragmented domestic politics and partisanship have led policy elites to choose suboptimal strategy and, thereby, weakening its security position. The implications from this study are equally applicable to Taiwan’s newly elected Democratic Progressive Party government that has taken off ice in 2016.
