A coalition of more than 300 organizations, APPO disrupted the functions of Oaxaca's government for six months. It began to develop an inclusive and participatory political vision for the state. Testimonials were broadcast on radio and television stations appropriated by APPO, shared at public demonstrations, debated in homes and in the streets, and disseminated around the world via the Internet. The movement was met with violent repression. Participants were imprisoned, tortured, and even killed. Lynn Stephen emphasizes the crucial role of testimony in human rights work, indigenous cultural history, community and indigenous radio, and women's articulation of their rights to speak and be heard. She also explores transborder support for APPO, particularly among Oaxacan immigrants in Los Angeles. "Che" Gomez and a movement defending the principle of popular sovereignty. The standoff between federal soldiers and the Chegomistas continued until federal reinforcements arrived and violently repressed the movement in the name of democracy. In A Revolution Unfinished Colby Ristow provides the first book-length study of what has come to be known as the Chegomista Rebellion, shedding new light on a conflict previously lost in the shadows of the concurrent Zapatista uprising. The study examines the limits of democracy under Mexico's first revolutionary regime through a detailed analysis of the confrontation between Mexico's nineteenth-century tradition of moderate liberalism and locally constructed popular liberalism in the politics of Juchitán, Oaxaca. Couched in the context of local, state, and national politics at the beginning of the revolution, the study draws on an array of local, national, and international archival and newspaper sources to provide a dramatic day-by-day description of the Chegomista Rebellion and the events preceding it. Ristow links the events in Juchitán with historical themes such as popular politics, ethnicity, and revolutionary state formation and strips away the romanticism of previous studies of Juchitán, offering a window into the mechanics of late Porfirian state-society relations and early revolutionary governance.

Book excerpt: Between 1750 and 1850 Spanish American politics underwent a dramatic cultural shift as monarchist colonies gave way to independent states based at least nominally on popular sovereignty and republican citizenship. In The Time of Liberty, Peter Guardino explores the participation of subalterns in this grand transformation. He focuses on Mexico, comparing local politics in two parts of Oaxaca: the mestizo, urban Oaxaca City and the rural villages of nearby Villa Alta, where the population was mostly indigenous. Guardino challenges traditional assumptions that poverty and isolation alienated rural peasants from the political process. He shows that peasants and other subalterns were conscious and complex actors in political and ideological struggles and that popular politics played an important role in national politics in the first half of the nineteenth century. Guardino makes extensive use of archival materials, including judicial transcripts and newspaper accounts, to illuminate the dramatic contrasts between the local politics of the city and of the countryside, describing in detail how both sets of citizens spoke and acted politically. He contends that although it was the elites who initiated the national change to republicanism, the transition took root only when engaged by subalterns. He convincingly argues that various aspects of the new political paradigms found adherents among even some of the most isolated segments of society and that any subsequent failure of electoral politics was due to an absence of pluralism rather than a lack of widespread political participation.

David Walker’s case study of its successes and failures provides a unique insider’s view of the trials and tribulations of doing business in a hostile environment. The family’s ordeal in Mexico—a series of personal dislocations and traumas—mirrored the painful contractions of an old society reluctantly giving birth to a new nation. Using previously undiscovered primary source materials (including the private correspondence and business records of the family, public notary documents, transcripts of judicial proceedings, and the archives of Mexico’s Ministry of Foreign Relations and the British Foreign Office), Walker employs family history to analyze problems relating more generally to the development of state and society in newly independent Mexico. The processes of socioeconomic formation in Mexico differed from those of Western Europe and the United States; accordingly, entrepreneurial activity had markedly contrasting implications for economic development and class formation. In the downwardly spiraling economy of nineteenth-century Mexico, economic activity was a zero-sum game. No new wealth was being created; most sectors remained stagnant and unproductive. To make their fortunes, empresarios, the Mexican capitalists, could not rely on income generated from authentic economic growth. Instead, they exploited the arbitrary acts of the interventionist Mexican state, which proscribed the free movement of factors within the marketplace. Speculation in the public debt took the place of more substantive undertakings. Coercive state power was diverted to create artificial environments in which otherwise inefficient and unproductive enterprises could flourish. But however well the empresarios might imitate the outward forms of industrial capitalism, they could not unlock the productive capacity of the Mexican economy. Instead, they and their allies and rivals engaged in destructive struggles to manipulate the state for personal gain, to the detriment of class interests, economic growth, and political stability.
