Poised between historical and metaphorical empires and operating within the conditions of incomplete modernity and economic and cultural dependency, Canada has generated a body of cultural criticism and theory, which offers unique insights into the dynamics of both center and periphery. The reader brings together for the first time in one volume recent writing in Canadian cultural studies and work by significant Canadian cultural analysts of the postwar era. Including essays by anglophone, francophone, and First Nations writers, the reader is divided into three parts, the first of which features essays by scholars who helped set the agenda for cultural and social analysis in Canada and remain important to contemporary intellectual formations: Harold Innis, Marshall McLuhan, and Anthony Wilden in communications theory; Northrop Frye in literary studies; George Grant and Harold Innis in a left-nationalist tradition of critical political economy; Fernand Dumont and Paul-Émile Borduas in Quebecois national and political culture; and Harold Cardinal in native studies. Morrison, a former American, now a Canadian, takes the reader through the historical, political, and sociological milieu of Canada and the United States to dispel misconceptions that they share near-identical social attitudes and historical experiences.To most Americans and much of the rest of the world, America and Canada differ little except in terms of climate. It is true that they share a common British heritage and immigration patterns, but there are subtle cultural differences between the two countries. These may appear insignificant to Americans, but they are not insignificant to Canadians. Comparing mythologies each of the countries share about the other, the author examines national views of their histories, from the common origin of both nations in the American Revolution, through the two world wars. Such discussions have generally remained within the boundaries of the U.S. Constitution and its American context, but consideration of free speech in other industrial democracies can offer valuable insights into the relationship between free speech and democracy on a larger and more global scale, thereby shedding new light on some unexamined (and untested) assumptions that underlie U.S. free speech doctrine. Ronald J. Krotoszynski, Jr., compares the First Amendment with free speech law in Japan, Canada, Germany, and the United Kingdom—countries that are all considered modern democracies but have radically different understandings of what constitutes free speech. Challenging the popular—and largely American—assertion that free speech is inherently necessary for democracy to thrive, Krotoszynski contends that it is very difficult to speak of free speech in universalist terms when the concept is examined from a framework of comparative law that takes cultural difference into full account.

It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.
