Il contratto riconosce aumenti salariali a regime pari a circa 584 milioni di euro con arretrati contrattuali per il periodo 2019-2021. È previsto, inoltre, un incremento dei Fondi destinati alla contrattazione integrativa seppure nei limiti fissati dalla legislazione vigente. Sono stati ridefiniti i modelli relazionali sindacali, valorizzando l’istituto della partecipazione e riformulando l’informazione. Di notevole importanza la parte dedicata agli incarichi che prevede molte innovazioni. Il contratto collettivo interviene poi su molti aspetti normativi quali le assenze, i permessi e i congedi, le ferie, l’ampliamento di alcune tutele (malattie gravi, assenze per prestazioni sanitarie). In materia di orario di lavoro, il contratto raggiunge una soluzione di compromesso rispetto ad una lunga vertenza sulla complessa questione delle eccedenze orarie non riconosciute.
