Estas propuestas permiten avanzar hacia nuevas acciones prioritarias en la integración regional latinoamericana, mediante políticas: 1) institucionales, para avanzar en condiciones mínimas de operatividad efectiva, evaluación de objetivos y funciones de los organismos regionales existentes y promoción de la articulación eficaz de los distintos procesos de integración que existen en la región, teniendo como referencia las experiencia desarrolladas en distintas regiones del planeta; 2) migratorias, abordando la importancia de los programas de empleo y la regulación migratoria, así como los mecanismos de seguridad social y protección de los derechos humanos de la población migrante, y 3) de convergencia del intercambio comercial, mediante el análisis del Programa Operador Económico Autorizado con potencial para generar ventajas competitivas a las empresas que hacen vida en los países latinoamericanos, instrumento de liberación del intercambio de mercancías a nivel intrarregional y de desarrollo de cadenas globales y regionales de valor. En este sentido, se aboga por dirigir los acuerdos de integración latinoamericanos hacia una nueva configuración de las dinámicas políticas, institucionales, migratorias y comerciales, en los ámbitos nacional e internacional, distinguidas por una mayor interacción entre actores, tanto públicos como privados, previo a la toma de decisiones.

Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections.
