The internal peace and political stability that made the period between the late 1930s and the early 1970s so productive left many Mexicans—particularly the campesinos—marginal to the benefits of the economy. During this period of economic growth, agrarian reform, the trademark of the Mexican revolution, was relegated to a position of lesser importance in national politics. But with forty percent of the population still remaning in the countryside, it is clear that programs for rural development and land redistribution must again be given prominence. In this study of Sonora—a key agricultural state in northwestern Mexico—Steven E. Sanderson examines in economic and political terms the post-revolutionary rise of agrarian reform and its decline, dividing the sixty years of change (from 1917 to 1976) into three periods. Agrarian populism dominated the first, which he calls a time of post-revolutionary consolidation (1917–1940). Then, during the "miracle years" of 1940–1970, the growing strength of capital and the success of state-led import substitution plans led to a counterreform in agrarian politics. In the final period, that of President Echeverria's populist resurgence (1970–1976), ambitious but flawed agrarian reform plans clashed with the sector that favored the increasing concentration of land, income, and political influence. Sonora provides a particularly interesting view of these developments because of its political and geographical distance from metropolitan Mexico, its rich history of independence, its economic growth since the revolution, and the political sophistication of its residents. The events in this state exemplify the regional imbalances, the ideological biases, and the political manipulations contributing to the crisis in state legitimacy that dominated Mexican politics in the 1970s. Using a combination of agrarian census materials, state archives, newspapers, records from relevant ministries, and selected interviews with participants, Sanderson presents the complex history of conflict between the political base supporting agrarian reform and the economic forces advocating industrialization and economic growth. The book explains why the outbreak of local rebellions, the transformation of indigenous claims for land into demands for ethnic autonomy and self-determination, and the threat of a generalized social uprising motivated national elites to democratize. Drawing on an original dataset of indigenous collective action and on extensive fieldwork, the empirical analysis of the book combines quantitative evidence with case studies and life histories.

Book excerpt: This study focuses on Amuzgo Indian communities of the Costa Chica of Guerrero state in Mexico in order to analyze the indigenous struggle for land and its relationship to ethnic identity and culture. Primary archival data and field research reveal a historical profile of this multi-ethnic region with a long and fascinating history of resistance to non-Indian control of communal lands and labor. The dynamics of 19th century liberal economic reforms, privatization of Indian lands, militarization, interventions of foreign capital, class conflicts, and impoverishment are reflected in contemporary processes in the Costa Chica. The image of the resilient peasant, or campesino , masks negative aspects of peasant status in the class structure, including poverty and superexploitation of family labor, and the intra and inter-familial conflicts that are a significant aspect of daily life. Case studies of land conflicts explore these class issues, as well as the relationship between gender inequalities and insecurities of land tenure. Indian communal lands (ejidos ) are more than an economic means of agricultural production; such lands are also the basis of cultural reproduction and provide a framework in which political resistance can emerge. Book excerpt: Thomas Sheridan's study of the municipio of Cucurpe, Sonora, offers new insight into the ability of peasants to respond to ecological and political change. In order to survive as small rancher-farmers, the Cucurpe–os battle aridity and one another in a society characterized by sharp economic inequality and long-standing conflict over the distribution of land and water. Sheridan has written an ethnography of resource control, one that weds the approaches of political economy and cultural ecology in order to focus upon both the external linkages and internal adaptations that shape three peasant corporate communities. He examines the ecological and economic constraints which scarce and necessary resources place upon households in Cucurpe, and then investigates why many such households have formed corporate communities to insure their access to resources beyond their control. Finally, he identifies the class differences that exist within the corporate communities as well as between members of those organizations and the private ranchers who surround them. Where the Dove Calls (the meaning of "Cucurpe" in the language of the Opata Indians), an important contribution to peasant studies, reveals the household as the basic unit of Cucurpe society. By viewing Cucurpe's corporate communities as organizations of fiercely independent domestic units rather than as expressions of communal solidarity, Sheridan shows that peasants are among the exploiters as well as the exploited. Cucurpe_os struggle to maintain the autonomy of their households even as they join together to protect corporate grazing lands and irrigation water. Any attempt to weaken or destroy that independence is met with opposition that ranges from passive resistance to violence.
