Book excerpt: With the end of the Cold War, Russia's submarines were no longer needed to deter or fight Western navies and were very expensive to operate and maintain. Older submarines were taken out of service in large numbers, but without firm plans and infrastructure in place to remove and adequately care for their nuclear components, problems soon developed over the disposition of spent fuel assemblies. Problems arose also of course between Russia and the international community as to the best way to respond to the challenge. This book looks at those problems, first discussing Russia's economy, its environment, and the Russian Navy, and then covering in detail the spent fuel of Russian submarines and related nuclear problems. The engagement of the international community on the issue is then addressed. A theoretical analysis is offered on how Russia's fellow nations can help remedy a troubling environmental problem in a difficult country.

The ASI was designed to study the broad range of ice science and technology, and it brought together an appropriately interdisciplinary group of lecturers and students to study the many facets of the subject. The talks and poster presentations explored how basic molecular physics of ice have important environmental consequences, and, con versely, how natural phenomena present new questions for fundamental study. The of lectures discusses these linkages, in order that overall unity of following sunimary the subject and this volume can be perceived. Not all of the lecturers and participants were able to contribute a written piece, but their active involvement was crucial to the success of the Institute and thereby influenced the content of the volume. We began the Institute by retracing the history of the search for a microscopic un derstanding of melting. Our motivation was straightforward. Nearly every phenome non involving ice in the environment is influenced by the change of phase from solid to liquid or vice-versa. Hence, a sufficiently deep physical picture of the melting tran sition enriches our appreciation of a vast array of geophysical and technical problems.

Vital medical procedures, industrial processes and basic science research also produce significant quantities of waste. All of this waste must be shielded from the population for extended periods of time. Finding suitable locations for disposal facilities is beset by two main problems: community responses to siting proposals are generally antagonistic and, as a result, governments have tended to be reactive in their policy-making. Decision-making and Radioactive Waste Disposal explores these issues utilizing a linear narrative case study approach that critically examines key stakeholder interactions in order to explain how siting decisions for low level waste disposal are made. Five countries are featured: the US, Australia, Spain, South Korea and Switzerland. This book seeks to establish an understanding of the political, economic, environmental, legal and social dimensions of siting across those countries. This valuable resource fills a gap in the literature and provides recommendations for future disposal facility siting efforts. It puts forward the view that though it is inconceivable to impose an absolute ban on environmental damage during military operations, strengthening and clarifying the existing laws protecting the environment in times of conflict, and enforcing environment-friendly practices among military forces could go a long way in protecting natural assets of our earth.

It is a frightening realisation that not even ten years after the fall of the Berlin Wall, the subsequent dissolution of the Soviet Empire and the democratisation and economic transformation of most of the old Soviet-dominated Central and Eastern Europe, fissures have appeared that threaten to undo some of what has been accomplished in terms of East-West rapprochement. The immediate crisis over Kosovo may well have been resolved by the time this is being read. However, it is hard to escape a foreboding that some of the mutual ill will between Russia and the Western powers that has surfaced in the wake of that conflict may linger for years to come. It is therefore imperative that Russia and the Western powers sit down to discuss what can be done to avoid similar conflicts in the future and how to overcome mutual recriminations so that they do not harden into new political front lines between East and West in Europe. The recent developments make the promotion of integration in the NEBI area even more urgent. So far this process has been based on two equally impor tant platforms: economic integration and political integration, including mea sures to dismantle old conflict potentials.

Book excerpt: Until the late 1970s, most commercial power plant operators outside the United States adopted a spent fuel management policy of immediate reprocessing and recycling of recovered products. In response to rising reprocessing prices, decreasing values of re covered products, concerns over proliferation risks, and a belief in the favorable eco nomics of direct disposal, many utilities have since opted to store spent fuel on an in terim basis pending the availability of direct disposal facilities or a change in the eco nomic and/or political climate for reprocessing and recycling uranium and plutonium. Spent fuel has traditionally been stored in water-filled pools located in the reactor building or fuel handling buildings, on reactor sites, or as part of large centralized fa cilities (e.g. Sellafield, La Hague, CLAB). Because the economics of pool storage are dependent on the size of the facility, the construction of additional separate pools on reactor sites has only been pursued in a few countries, such as Finland and Bulgaria.
