Book excerpt: The Advanced Research Workshop on "Nuclear Submarine Decommissioning and Related Problems" was held at the Russian Academy of Sciences in Moscow, Russia on June 19-22, 1995. On June 17 and 18, 1995 some of the workshop participants visited the Zwezdochka Shipyard at Severodvinsk which is a repair and dismantlement facility for Russian nuclear submarines. Attendance at the workshop was approximately 115 with participants from Russia, United States, France, Norway, Canada, Denmark, Sweden, Estonia, and Germany. The workshop was sponsored by the Disarmament Panel of North Atlantic Treaty Organization (NATO) Science Committee. The sponsorship and the financial support of NATO is gratefully acknowledged. The workshop was organized in Russia by the Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE). The efforts of many individuals from IBRAE in producing both a technically challenging workshop and an almost flawless one are also gratefully acknowledged. Book excerpt: The Russian NATO Advanced Research Workshop on "Scientific Problems and Unresolved Issues Remaining in the Decommissioning of Nuclear Powered Vessels and in the Environmental Remediation ofTheir Supporting Infrastructure," was held in Moscow, Russia at the Presidium of the Russian Academy of Sciences on April 22-24, 2002. This was the third in this series of North Atlantic Treaty Organization (NATO) sponsored workshops in Moscow on nuclear vessel decommissioning. The first one was in June 1995 and served to focus international attention on the problems of nuclear vessel decommissioning in Russia and elsewhere. The second one was in November 1997 and it focused on the risks associated with nuclear vessel decommissioning. Attendance at the current workshop was approximately 100 with participants form Russia, United States, Norway, France, Denmark, Germany, Japan, Korea, NATO, and the European Union. The Workshop was sponsored and funded by the Security-Related Civil Science and Technology Program of the Scientific and Environmental Affairs Division ofNATO. Within Russia, the Workshop was sponsored and supported by the Russian Academy of Sciences, Minatom of Russia, Rossudostroenie, Ministry of Industry and Science of Russia, and the Russian Navy. Within the U.S., the Workshop was supported by the U.S. Department of Energy. The sponsorship and support of all of the above organizations are gratefully acknowledged.

Book excerpt: Until the late 1970s, most commercial power plant operators outside the United States adopted a spent fuel management policy of immediate reprocessing and recycling of recovered products. In response to rising reprocessing prices, decreasing values of re covered products, concerns over proliferation risks, and a belief in the favorable eco nomics of direct disposal, many utilities have since opted to store spent fuel on an in terim basis pending the availability of direct disposal facilities or a change in the eco nomic and/or political climate for reprocessing and recycling uranium and plutonium. Spent fuel has traditionally been stored in water-filled pools located in the reactor building or fuel handling buildings, on reactor sites, or as part of large centralized fa cilities (e.g. Sellafield, La Hague, CLAB). Because the economics of pool storage are dependent on the size of the facility, the construction of additional separate pools on reactor sites has only been pursued in a few countries, such as Finland and Bulgaria.

Book excerpt: This thesis examines the 1986 Chernobyl accident and its consequences as the basis for an analysis of the possible dimensions of the nuclear catastrophes that could occur during the dismantlement process of Russia's Northern Fleet nuclear submarines. It assesses the potential demographic, ecological, and economic consequences of a nuclear accident. Given the systemic problems at Russian nuclear facilities, the risks of a catastrophic event in the poorly maintained and operated submarine yards housing over 100 operating nuclear reactors are significant. A major nuclear accident at these facilities could cause damage to the environment of global proportions. This thesis considers the potential environmental impact of a nuclear accident during the nuclear submarine dismantlement process and discusses the environmental damage that has already occurred as a result of Soviet and Russian practices. This thesis also evaluates the risk of diversion of nuclear materials to proliferators or terrorists. Lastly, this thesis examines how the United States, the European Union, and perhaps others could assist Russia in reducing the environmental and proliferation risks in this dismantlement process.

Book excerpt: Following the acquisition of the atomic bomb by five states, the United Nations began drafting several treaties to limit nuclear proliferation. These efforts failed, as four more states also acquired nuclear weapons. In a similar vein, an attempt to limit atomic weapons - primarily within the two superpowers - was initiated. While the number of weapons has decreased, the new bombs now being manufactured are more powerful and more precise, negating any reduction in numbers. In the field of civil nuclear use, all nuclear facilities (reactors, factories, etc.) have a limited lifespan. Once a plant is permanently shut down, these facilities must be decommissioned and dismantled. These operations are difficult, time-consuming and costly. In addition, decommissioning generates large volumes of radioactive waste of various categories, including long-lived and high-activity waste. Risks to the environment and to health are not negligible during decommissioning. The International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD) have produced numerous publications with recommendations. Each state has its own decommissioning strategy (immediate or delayed) and final plan for the site - whether it be returning it to greenfield status or obtaining a nuclear site license with centuries-long monitoring.

It is in this context that representatives from sixteen countries and five international organizations were convened jointly by NATO, the Ministry of Foreign Affairs of the Federal Republic of Germany and the State Government of North Rhine Westphalia 19-21 May, 1996 in a meeting near Bonn to take stock of worldwide efforts to destroy and dismantle chemical, nuclear and conventional weapons remaining after the end ofthe Cold War. NATO support was provided under the auspices of the NATO Science Committee's Panel on Disarmament Technologies. The conference brought together the major actors involved in the dismantlement and destruction of chemical, nuclear and conventional weapons, highlighted the substantial accomplishments achieved in this area and pinpointed the remaining technical obstacles still to be overcome. It also underlined the critical importance of transparency, data exchange and verification as indispensable preconditions for disarmament and cooperative security.
