Measures against the spread of radioactivity after a severe accident, accidents of core melting and a possible crash of an air plane on reactor containment are discussed. The book covers three scientific subjects of the safety concepts of Light Water Reactors: – A first part describes the basic safety design concepts of operating German Pressurized Water Reactors and Boiling Water Reactors including accident management measures introduced after the reactor accidents of Three Mile Island and Chernobyl. These safety concepts are also compared with the experiences of the Fukushima accidents. In addition, the safety design concepts of the future modern European Pressurized Water Reactor (EPR) and of the future modern Boiling Water Reactor SWR-1000 (KERENA) are presented. These are based on new safety research results of the past decades. – In a second, part the possible crash of military or heavy commercial air planes on reactor containment is analyzed. It is shown that reactor containments can be designed to resist to such an airplane crash. – In a third part, an online decision system is presented. It allows to analyze the distribution of radioactivity in the atmosphere and to the environment after a severe reactor accident. It provides data for decisions to be taken by authorities for the minimization of radiobiological effects to the population. This book appeals to readers who have an interest in save living conditions and some understanding for physics or engineering.

Book excerpt: The Energy Research Advisory Board (ERAB) was requested to under take an examination of safety research and development (R and D) on light water reactors (LWRs) in order to advise the Department of Energy (DOE) on the adequacy of those efforts for making effective use of nuclear power. In carrying out this examination, DOE asked that ERAB: (1) review the adequacy of DOE's LWR safety R and D management plan prepared pursuant to Public Law 96-567, (2) examine the safety-related R and D conducted by the various government and nongovernment groups, and (3) identify R and D that could result in major design improvements to LWRs. To carry out this examination, ERAB appointed an expert panel. This report contains the results of ERAB's examination of the first two of the above subjects. The Board has yet to consider the subject of nonsafety-related long-term LWR R and D, as also requested by DOE. Furthermore, in keeping with the Department's guidance, this report does not include an examination of the R and D on related activities such as reprocessing, waste management, and the breeder.

Book excerpt: In the aftermath of the March 2011 multi-unit accident at the Fukushima Daiichi nuclear power plant (Fukushima), the nuclear community has been reassessing certain safety assumptions about nuclear reactor plant design, operations and emergency actions, particularly with respect to extreme events that might occur and that are beyond each plant's current design basis. Because of our significant domestic investment in nuclear reactor technology (99 operating reactors in the fleet of commercial LWRs with five under construction), the United States has been a major leader internationally in these activities. The U.S. nuclear industry is voluntarily pursuing a number of additional safety initiatives. The NRC continues to evaluate and, where deemed appropriate, establish new requirements for ensuring adequate protection of public health and safety in the occurrence of low probability events at nuclear plants; (e.g., mitigation strategies for beyond design basis events initiated by external events like seismic or flooding initiators). The DOE has also played a major role in the U.S. response to the Fukushima accident. Initially, DOE worked with the Japanese and the international community to help develop a more complete understanding of the Fukushima accident progression and its consequences, and to respond to various safety concerns emerging from uncertainties about the nature of and the effects from the accident. DOE R & D activities are focused on providing scientific and technical insights, data, analyses methods that ultimately support industry efforts to enhance safety. These activities are expected to further enhance the safety performance of currently operating U.S. nuclear power plants as well as better characterize the safety performance of future U.S. plants. In pursuing this area of R & D, DOE recognizes that the commercial nuclear industry is ultimately responsible for the safe operation of licensed nuclear facilities. As such, industry is considered the primary "end user" of the results from this DOE-sponsored work. The response to the Fukushima accident has been global, and there is a continuing multinational interest in collaborations to better quantify accident consequences and to incorporate lessons learned from the accident. DOE will continue to seek opportunities to facilitate collaborations that are of value to the U.S. industry, particularly where the collaboration provides access to vital data from the accident or otherwise supports or leverages other important R & D work. The purpose of the Reactor Safety Technology R & D is to improve understanding of beyond design basis events and reduce uncertainty in severe accident progression, phenomenology, and outcomes using existing analytical codes and information gleaned from severe accidents, in particular the Fukushima Daiichi events. This information will be used to aid in developing mitigating strategies and improving severe accident management guidelines for the current light water reactor fleet.

Book excerpt: For more than 40 years, IPSN then IRSN has conducted research and development on nuclear safety, specifically concerning pressurized water reactors, which are the reactor type used in France. This publication reports on the progress of this research and development in each area of study - loss-of-coolant accidents, core melt accidents, fires and external hazards, component aging, etc. -, the remaining uncertainties and, in some cases, new measures that should be developed to consolidate the safety of today's reactors and also those of tomorrow. A chapter of this report is also devoted to research into human and organizational factors, and the human and social sciences more generally. All of the work is reviewed in the light of the safety issues raised by feedback from major accidents such as Chernobyl and Fukushima Daiichi, as well as the issues raised by assessments conducted, for example, as part of the ten-year reviews of safety at French nuclear reactors. Finally, through the subjects it discusses, this report illustrates the many partnerships and exchanges forged by IRSN with public, industrial and academic bodies both within Europe and internationally.
