Book Nuclear Risk Reduction in South Asia

Download or read book Nuclear Risk Reduction in South Asia written by Michael Krepon and published by Springer. This book was released on 2004-11-26 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essys in this collection explore and analyze how to reduce the risk of nuclear war in South Asia. Contributors work to introduce the theory and methodology of nuclear risk reduction, to provide specific measures that might work best in the region, and to consider the consequences of missile defense options for stability in Asia. Much work is needed to recduce nuclear dangers between India and Pakistan. While the fact that both countries possess nuclear weapons may prevent a full-blown conventional or nuclear war, the presence of these weapons in the region may also encourage the use of violence at lower levels expecting escalation to be contained by a mutual desire to avoid the nuclear threshold. One only needs to look at the Kashmir conflict for confirmation of this paradox, with serious crises coming more frequently with more severity since the nuclear tests of 1998. Sustained efforts along the line suggested by the contributors of this volume are a crucial step toward reducing nuclear risk on the Subcontinent.

Book Avoiding War In The Nuclear Age

Download or read book Avoiding War In The Nuclear Age written by John Borawski and published by Routledge. This book was released on 2019-08-27 with total page 317 pages. Available in PDF, EPUB and Kindle. Book excerpt: Given the disappointing history of arms control negotiations and agreements, disconcerting trends in the balance of power, and emerging technologies that challenge conventional assumptions about deterrence, new ways to promote security through negotiations must be identified and utilized if arms control is ever to play an integral role in enhancing deterrence and reducing instabilities. Confidence-building measures (CBMs) may offer one way out of the contemporary arms control morass. Instead of focusing on limiting the number and types of weaponry, CBMs are designed to control how, when, where, and why military activities occur. By clarifying military intentions and regulating the operations of military forces in times of both crisis and calm, CBMs can help diminish the opportunities for war arising from surprise attack or from miscalculation, accident, or failure of communication. This volume assembles leading CBM experts from government and academia to assess the utility of CBMs in a wide variety of areas. It is intended to serve as a basic primer on the subject, as well as to contribute to the ongoing national debate over the role of arms control in strengthening national security by analyzing new and fruitful avenues toward that over-riding objective.

Book Nuclear Risk Reduction Centres in South Asia

Download or read book Nuclear Risk Reduction Centres in South Asia written by and published by . This book was released on 2004 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: In May, 1998, when India and Pakistan declared their nuclear weapons capabilities and demonstrated them to the world, they assumed a heavy responsibility -- to do everything in their power to ensure that their nuclear arsenals would be devoted to promoting the stability of their region and the safety of their peoples. Experience since then has made clear that the possession of nuclear weapons does not automatically bring security and that active efforts by the two governments will be required to strengthen deterrence and reduce the risks of war. There is now the prospect, after meetings at the summit level early this year, that the two sides will engage each other in a serious and determined effort to overcome the obstacles that divide them. A group of senior Indians, Pakistanis, and Americans has come together to explore whether a new bilateral communications mechanism can reduce the risks of armed conflict and escalation to the nuclear level.

Book Nuclear Security

Download or read book Nuclear Security written by and published by Hoover Institution Press. This book was released on 2014-09-01 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: Concern about the threat posed by nuclear weapons has preoccupied the United States and presidents of the United States since the beginning of the nuclear era. Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.
