Contributors work to introduce the theory and methodology of nuclear risk reduction, to provide specific measures that might work best in the region, and to consider the consequences of missile defense options for stability in Asia. Much work is needed to recduce nuclear dangers between India and Pakistan. While the fact that both countries possess nuclear weapons may prevent a full-blown conventional or nuclear war, the presence of these weapons in the region may also encourage the use of violence at lower levels expecting escalation to be contained by a mutual desire to avoid the nuclear threshold. One only needs to look at the Kashmir conflict for confirmation of this paradox, with serious crises coming more frequently with more severity since the nuclear tests of 1998. Sustained efforts along the line suggested by the contributors of this volume are a crucial step toward reducing nuclear risk on the Subcontinent.

Book excerpt: The risks of nuclear war are widely seen as rising after a long period of hoping that nuclear weapons would recede into history along with the Cold War. Perceptions of heightened risk are driven by a nuclear-arming and bellicose North Korea, intensifying nuclear competition and risk-taking in South Asia, heightened fears of a nuclear "tipping point" and potential "proliferation cascade" in the Middle East, and, above all, by an intensification of strategic competition among Russia, China, and the United States and the re-emergence of potential military flashpoints leading to armed hostilities under the nuclear shadow. Without improved cooperation among the big three major powers, these risks are likely to continue to grow. Sadly, the barriers to improved cooperation are numerous. But so are the incentives. The authors in this edited volume set our practical agendas for cooperation from their separate national perspectives (one each from Russia, China, and the United States). They argue that some new initiatives are possible within the existing political context on myriad problems including, for example, new forms of bilateral and trilateral arms control, strengthened nonproliferation, discussions on strategic stability, and a renewal of the habit of ongoing discourse at both official and unofficial levels.

Book excerpt: The topic of nuclear risk reduction has gained momentum in the international security debate among policymakers, nongovernmental organizations, and experts. The current and expected demise of the traditional arms-control architecture, the renewed strategic competition, and the polarization of the multilateral debate on nuclear weapons have contributed to this renewed salience. Risks emanating from conflict dynamics between nuclear powers are different in nature and severity from those arising from technical incidents. This report argues that in a context of growing geopolitical rivalries, diplomats should prioritize mitigating the former type of risk. Risk reduction efforts should aim at hindering the most dangerous behaviors in crisis time, through measures focusing both on nuclear forces and on nonnuclear capabilities, whose impact on strategic balances keeps growing. Strategic risk reduction can strengthen international security and strategic stability by complementing arms control measures and deterrence policies. It is therefore crucial to ensure that diplomatic initiatives aimed at limiting nuclear risks do not ultimately, and paradoxically, increase the risk of war. Historical experience shows not only the feasibility of such an approach, but also the concrete security benefits that can be derived from it, by channeling the behavior of nuclear powers in times of tensions, reducing the ambiguity inherent in certain strategies and behaviors, or laying the foundations for international regimes based on operational and strategic restraint as well as on transparency.

The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.
