However, there is debate on the dangers of an escalating arms race in South Asia. Steps taken by the United States and other countries to persuade India and Pakistan to end their nuclear weapons programs have had limited success, at most slowing down their pace. A complicating factor is that India maintains a nuclear capability in part to deter China, whereas Pakistan's nuclear weapons capability is aimed at deterring India's superior conventional and nuclear capabilities. Analysts and policy officials are divided on how to avoid an arms race in South Asia. The Clinton Administration has renewed efforts to break the deadlock over nonproliferation, but longstanding obstacles have blocked progress. Pakistan favors a regional approach to nonproliferation, while India insists on a global approach that treats the nuclear powers on an equal basis with non nuclear weapon countries. This report analyzes the nuclear capabilities of India and Pakistan and reviews several options for U.S. nonproliferation policy in South Asia.

The United States now seeks to ensure that India and Pakistan become responsible nuclear powers and is emphasizing cooperative measures to prevent war, secure weapons and material from terrorist theft, and stop the further spread of nuclear weapons. Analyses of Indian and Pakistani nuclear behavior must consider the domestic political motivations of key decisionmakers and not just national security interests. Nuclear weapons in South Asia have both precipitated one limited war (Kargil 1999) and prevented another (the 2001-02 crisis). The lessons learned from these events in New Delhi and Islamabad may be dissimilar. India and Pakistan might be willing to cooperate with the broader nuclear nonproliferation regime, even if they cannot join the NPT as nuclear-weapons states. Such a step could be essential in bolstering efforts to prevent illicit nuclear assistance to new proliferating nations. The strategic effects of a potential Indian missile defense deployment are highly uncertain. The United States, India, and Pakistan have mutual interests in preventing nuclear terrorism, which could lead to deeper cooperation among the three countries.

This book seeks to address this question and assesses the region’s nuclear security from two principal standpoints. First, it evaluates the robustness of the Indo-Pakistani mutual deterrence by analysing the strength and weaknesses of the competing arguments regarding the issue. It also analyses the causes and consequences of nuclear arms race between India and Pakistan, the nature of deterrence structure in the region and the challenges of confidence building and arms control between the two countries in order to assess the robustness of South Asia’s nuclear deterrence. Second, it assesses the safety and security of the nuclear assets and nuclear infrastructure of India and Pakistan. The author holds that the debate on South Asia’s nuclear security is largely misplaced because the optimists tend to overemphasise the stabilising effects of nuclear weapons and the pessimists are too alarmists. It is argued that while the risks of nuclear weapons are significant, it is unlikely that India and Pakistan will give up their nuclear arsenals in the foreseeable future. Therefore, what needs to happen is that while nuclear elimination should be the long-term goal, in the interim years the two countries need to pursue minimum deterrence policies to reduce the likelihood of deterrence failure and the possibility of obtaining fissile materials by non-state actors.
