Book excerpt: Safeguarding nuclear material that can be used directly in nuclear explosives has become a primary national security concern for the United States and the newly independent states of the former Soviet Union. Terrorists and countries seeking nuclear weapons could use as little as 25 kilograms of highly enriched uranium (HEU) or 8 kilograms of plutonium to build a nuclear explosive. The seizure of HEU and plutonium in Europe and Russia has prompted concerns about how the newly independent stated control their direct-use materials. The Ranking Minority Member of the Permanent Subcommittee on Investigations, Senate Governmental Affairs Committee, and the Chairman and Ranking Minority Member of the House Committee on National Security requested that GAO review U.S. efforts to help the newly independent states strengthen their nuclear material controls. GAO'S report addresses (1) the nature and extent of problems with controlling direct-use nuclear materials in the newly independent states; (2) the status and future prospects of U.S. efforts to help strengthen controls in Russia, Ukraine, Kazakstan, and Belarus; and (3) the executive branch's consolidation of U.S. efforts in the Department of Energy (DOE). The scope of GAO'S review included direct-use nuclear material controlled by civilian authorities in the newly independent states and direct-use material used for naval nuclear propulsion purposes. GAO did not review the protection, control, and accounting systems used for nuclear weapons in the possession of the Ministry of Defense in Russia. U.S. officials believe there to be relatively better controls over weapons in the custody of the Ministry of Defense than over material outside of weapons. GAO recently issued a report that addressed the safety of nuclear facilities in the newly independent states.

Leaders of 47 nations endorsed this effort at the 2010 Nuclear Security Summit and will meet again in March 2012 to evaluate their work and set new goals for nuclear security. The United States has been a leader in promoting nuclear nonproliferation efforts worldwide. GAO has issued numerous reports on U.S. nonproliferation programs administered by several agencies, including the departments of Energy (DOE), State, and Defense (DOD); and the Nuclear Regulatory Commission (NRC). This testimony, which is based primarily on previously issued reports, discusses (1) the U.S. strategy to secure all vulnerable nuclear material within 4 years, (2) U.S. agencies' ability to track and evaluate the security of U.S. nuclear materials transferred to foreign countries, (3) challenges coordinating federal nuclear nonproliferation efforts, and (4) preliminary observations regarding GAO's ongoing work on federal efforts to secure radiological sources in U.S. hospitals and medical facilities. To conduct its ongoing work, GAO visited 25 hospitals and medical facilities in 7 states and the District of Columbia. GAO is making no new recommendations, but continues to believe that implementation of the recommendations made in its recent reports complements and supports the administration's goal of securing vulnerable nuclear material in a timely"

Book excerpt: The United States is one of several donor states providing technical assistance to the Newly Independent States (NIS) of the Former Soviet Union (FSU) for improving their systems for control of nuclear materials. Ukraine and Kazakstan have significant nuclear energy programs. Both countries have committed to nonproliferation of nuclear weapons. They have signed the NPT and have safeguards agreements with the U.S. concerning development of state systems of control, accounting and physical protection of nuclear materials. As directed by the DOE - International Safeguards Division (now the DOE - Russia/NIS Nuclear Materials Security Task Force), technical specialists from several national laboratories, including Argonne, Los Alamos, Oak Ridge, Pacific Northwest and Sandia, as well as representatives of other U.S. Government organizations, such as the NRC, DOD/DNA and the New Brunswick Laboratory, are interacting with government regulatory and facility personnel of Ukraine and Kazakstan. Argonne has program coordination responsibilities for both countries. In support of agreements between the U.S. and Ukraine and the U.S. and Kazakstan, the DOE is responsible for providing technical assistance and training to aid in the evaluation, design, development, and implementation of nuclear material safeguards. This assistance includes: (1) information systems for tracking and reporting the location of nuclear materials, (2) application of nuclear measurement techniques for verifying inventories, (3) material control and accounting (MC & A) systems, and (4) physical protection (PP) systems. Site survey teams, including both MC & A and PP experts from several national labs, have visited Ukraine and Kazakstan. This paper summarizes activities to date and future plans.

Nonproliferation programs administered by the National Nuclear Security Administration (NNSA) are working to secure nuclear materials in Russia and other countries. GAO assessed (1) U.S. governmentwide efforts to implement the President's 4-year nuclear material security initiative; (2) the status and challenges, if any, of NNSA's nuclear security programs in Russia; and (3) NNSA efforts to secure nuclear materials in countries other than Russia. To address these issues, GAO analyzed U.S. nuclear security strategies and plans and interviewed U.S. and Russian government officials. This report summarizes the findings of GAO's classified report on securing nuclear materials worldwide. GAO suggests that Congress consider extending the deadline for NNSA to complete Material Protection, Control, and Accounting (MPC & A) program activities in Russia. GAO recommends that the Department of Energy (DOE) and NNSA take several actions regarding three nonproliferation program efforts in Russia, such as clarifying the remaining scope and costs of MPC & A work in Russia. GAO also recommends that the National Security Council (NSC) lead interagency development of a more detailed implementation plan for the President's 4-year initiative. DOE and NNSA agreed with the recommendations. NSC did not comment on GAO's recommendations.

It undertakes an analysis of the Cooperative Threat Reduction (CTR) Program and several other programs established by different U.S. Departments. The CTR process demonstrates both, the achievements and limitations of the evolving new framework of interaction between the U.S. and Russia. This investigation is the first attempt to use the CTR process as a case study for U.S.-Russian strategic relations in the post-Cold War international security system. By answering the questions of why this process is prone to some persistent problems of implementation and why it was possible in the first place, it yields significant conclusions regarding the nature of U.S.-Russian relations, and the achievements as well as limitations in the bilateral relationship since the end of the Cold War. "From Antagonism to Partnership" contributes to the existing literature on cooperative threat reduction as a study linking CTR to the wider context of the opportunities, challenges and constraints determining the nature of post-Cold War relations between the U.S. and Russia.
