Book excerpt: Peaceful and non-peaceful applications of nuclear technologies share a common fate: one cannot exist without the other. As the world is about to experience a nuclear renaissance, the nuclear industry has gone through a phase of consolidation. Despite more efficient intra-industry structures and technological advancements it will still not be able to close the increasing gap in energy demand to be expected in the near future. The economic attractiveness and relative absence of emissions still make atomic power an attractive candidate for an energy mix comprising several different "clean" technologies. A renewed interest in nuclear energy will at the same time demand for a robust non-proliferation framework as a safety-guarantee for the market. Export controls have been found to be an effective tool in this regard. The Zangger Committee as the legitimate interpreter of the Non-Proliferation Treaty and the Nuclear Suppliers Group representing the most influential countries in nuclear commerce have established a system of checks and balances that may not halt proliferation altogether, but which has managed to slow it down significantly. The effect of these control structures on the development of the nuclear market cannot be assessed directly. Political and security concerns particularly attributed to nuclear matters make their application a necessity for the existence of the commerce itself. Recent global efforts such as the United Nations Security Council Resolutions 1540 and 1673 are focusing on the implementation of common set of key elements for strategic trade controls. The success of these measures will have a direct impact on the sustainability of the nuclear renaissance.

Nonproliferation programs administered by the National Nuclear Security Administration (NNSA) are working to secure nuclear materials in Russia and other countries. GAO assessed (1) U.S. governmentwide efforts to implement the President's 4-year nuclear material security initiative; (2) the status and challenges, if any, of NNSA's nuclear security programs in Russia; and (3) NNSA efforts to secure nuclear materials in countries other than Russia. To address these issues, GAO analyzed U.S. nuclear security strategies and plans and interviewed U.S. and Russian government officials. This report summarizes the findings of GAO's classified report on securing nuclear materials worldwide. GAO suggests that Congress consider extending the deadline for NNSA to complete Material Protection, Control, and Accounting (MPC & A) program activities in Russia. GAO recommends that the Department of Energy (DOE) and NNSA take several actions regarding three nonproliferation program efforts in Russia, such as clarifying the remaining scope and costs of MPC & A work in Russia. GAO also recommends that the National Security Council (NSC) lead interagency development of a more detailed implementation plan for the President's 4-year initiative. DOE and NNSA agreed with the recommendations. NSC did not comment on GAO's recommendations.

Book excerpt: Highly enriched uranium (HEU) is used for two major civilian purposes: as fuel for research reactors and as targets for medical isotope production. This material can be dangerous in the wrong hands. Stolen or diverted HEU can be used-in conjunction with some knowledge of physics-to build nuclear explosive devices. Thus, the continued civilian use of HEU is of concern particularly because this material may not be uniformly well-protected. To address these concerns, the National Research Council (NRC) of the U.S. National Academies and the Russian Academy of Sciences (RAS) held a joint symposium on June 8-10, 2011. Progress, Challenges, and Opportunities for Converting U.S. and Russian Research Reactors summarizes the proceedings of this joint symposium. This report addresses: (1) recent progress on conversion of research reactors, with a focus on U.S.- and R.F.-origin reactors; (2) lessons learned for overcoming conversion challenges, increasing the effectiveness of research reactor use, and enabling new reactor missions; (3) future research reactor conversion plans, challenges, and opportunities; and (4) actions that could be taken by U.S. and Russian organizations to promote conversion. The agenda for the symposium is provided in Appendix A, biographical sketches of the committee members are provided in Appendix B, and the report concludes with the statement of task in Appendix C.

Because HEU can also be used in nuclear weapons, the National Nuclear Security Administration (NNSA) established the Global Research Reactor Security (GRRS) program to make security upgrades at foreign research reactors whose security did not meet guidelines established by the International Atomic Energy Agency (IAEA). GAO was asked to assess (1) the status of NNSA's efforts to secure foreign research reactors, (2) the extent to which selected foreign research reactors with NNSA security upgrades meet IAEA's security guidelines, and (3) the extent to which NNSA coordinates the GRRS program with other countries and the IAEA. GAO reviewed NNSA and IAEA documents and visited five of the 22 research reactors in the GRRS program, which were selected on the basis of when upgrades had been completed and because the reactors still possess HEU. GAO is making recommendations to help NNSA improve security procedures and encourage the development of national security laws and regulations in countries with HEU-fueled research reactors.
