The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the third in a series of reports to be issued over 2017â€"2020 as part of that study.

Book excerpt: Facing the risks and potentially deadly consequences of nuclear weapons and nuclear power Nuclear energy can provide great benefits to society; in the form of nuclear weapons, however, it can cause death and destruction on an unparalleled scale. The challenge is how to deal with the catastrophic risk of the nuclear enterprise so as to preserve its positive elements and make economic sense. In this book, an expert group of contributors attempts to answer two key questions facing the nuclear enterprise: (1) What can and should be done to improve operations and public understanding of the risks and consequences of major incidents? (2) How can informed scientists, economists, and journalists interact more effectively in understanding and reporting to the public on the most important issues affecting risks, consequences, and costs? Drawn from a conference held at Stanford University's Hoover Institution on October 3–4, 2011, the papers presented in The Nuclear Enterprise were prepared by specialists on various aspects of this challenging topic, including technical safety, management operations, regulatory measures, and the importance of accurate communication by the media. It is their hope that the findings of the conference will contribute to discussion and then actions to better contain and eliminate growing global dangers.

That report summarizes the panel's findings on the current health of the enterprise, examines the root causes of its governance challenges, and offers the panel's recommendations to address the identified problems. It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing. Recognizing the persistence of governance and management concerns, this report serves as an initial assessment of the implementation plan developed by the National Nuclear Security Administration and the Department Of Energy for addressing the recommendations from A New Foundation for the Nuclear Enterprise. There will be seven semi-annual interim reports to evaluate progress in implementing the plan. A final report will be issued at the end of the study to document the overall progress in executing the implementation plan, assess the effectiveness of the reform efforts under that plan, and recommend whether further action is needed.

Book excerpt: The United States' nuclear deterrence is no more effective than its ability to carry out nuclear operations and other states' perceptions of this ability. The U.S. Air Force (USAF) has prioritized the reinvigoration and strengthening of its nuclear enterprise. However, there are inherent challenges to sustaining the capabilities of nuclear systems of systems. Perhaps the most pressing challenge currently facing the Air Force nuclear enterprise is sustaining the mission in the face of budgetary constraints. This report proposes possibilities for addressing this challenge. Coordination is key to this approach. Individual platforms must work together seamlessly for the nuclear system of systems to perform successfully. Any slippage in one system may cause schedule delays and increased costs for all other systems working in concert. This report outlines a double-layered framework for managing nuclear sustainment. This framework consists first of a set of sustainment plans for each system that follow a common format. The second layer, an overarching Air Force Nuclear Architecture and Mission Sustainment Plan, pulls together salient information from the individual, system-level plans to compile a master schedule for long-term mission sustainment. This framework should strengthen future nuclear deterrence capabilities through better planning and programming for the sustainment of these missions in the present.
