This report provides a summary of the most relevant issues and practices in remediation programmes of uranium production facilities and an overview of activities and plans in reporting countries. It covers the areas of site characterisation, dismantling and decommissioning, waste management facilities, water remediation, long-term stewardship and monitoring, policies and regulations, and costs. The country profiles of remediation activities and plans include information considered to be important by the country and are based on survey responses provided by 22 countries (12 OECD and 10 non-OECD countries).

This problem has been recognized in many parts of the world over the past three decades, but has received increased attention since the end of the Cold War. Considerable effort and resources have been expended in dealing with this legacy. However, it has to be noted that the search for uranium has covered almost all countries on the globe. The result in some countries is a legacy of numerous small scale mines and mills. For economic and other reasons, including less stringent environmental standards and awareness at the time, these operations may not have been properly closed out and made safe. The remediation strategies and techniques developed by major problem holders, such as the USA or Germany, often would be out of scale for the problems in other countries. Therefore an international workshop was organized in Lisbon from 11 to 13 February 2004 as a forum for the exchange of views and experiences of countries with smaller scale uranium mining legacies.

Entitled ''Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany, '' the meeting was hosted by the US Department of Energy's (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues. Abstracts are catalogued individually for the data base.

While many of these legacy sites have completed cleanup, the largest and most complex sites have not been fully remediated. The cleanup of these sites is proceeding under legally enforceable agreements with timelines for hundreds of milestones. EM is reviewing alternative approaches to increase effectiveness and improve cost efficiencies of its cleanup activities, especially for sites that will have residual contamination when active cleanup is complete. This report is the summary of two workshops convened in October 2013 and January 2014 on best practices for risk-informed remedy selection, closure, and post-closure control of radioactive and chemically contaminated sites that present significant difficulty for remediation to unrestricted release. The workshop series aimed to explore best practices that promote effective, risk-informed decision making and future opportunities to improve remediation approaches and practices.In the Workshop #1 section of Best Practices for Risk-Informed Decision Making Regarding Contaminated Sites, the report examines holistic approaches for remediating sites with multiple contaminant sources and post-closure uses, and approaches for incorporating a sustainability framework into decision making regarding site remediation, closure, and post-closure control. In Workshop #2, the report focuses on post-closure controls, assessment of long-term performance of site remedies, and best practices for risk-based remediation decisions.

In 2008, five federal agencies adopted a 5-year plan that identified targets for addressing contaminated abandoned mines, structures, water sources, former processing sites, and other sites. Federal agencies also provide funding to Navajo Nation agencies to assist with the cleanup work. The US Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radio-active waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling. DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades. The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.
