Book excerpt: The United States and the Soviet Union could drastically reduce their nuclear arsenals below the levels prescribed by the new Strategic Arms Reduction Treaty (START). The end of the Cold War and the transformation of international security now under way present the United States with opportunities to develop new policies based on greater international cooperation with the Soviet Union and other major powers. This new book describes two lower levels of nuclear forces that could be achieved, as well as other related measures to improve international security.

Book The Future of U S Nuclear Weapons Policy

Download or read book The Future of U S Nuclear Weapons Policy written by Committee on International Security and Arms Control and published by National Academies Press. This book was released on 1997-07-01 with total page 119 pages. Available in PDF, EPUB and Kindle. Book excerpt: The debate about appropriate purposes and policies for U.S. nuclear weapons has been under way since the beginning of the nuclear age. With the end of the Cold War, the debate has entered a new phase, propelled by the post-Cold War transformations of the international political landscape. This volume--based on an exhaustive reexamination of issues addressed in The Future of the U.S.-Soviet Nuclear Relationship (NRC, 1991)--describes the state to which U.S. and Russian nuclear forces and policies have evolved since the Cold War ended. The book evaluates a regime of progressive constraints for future U.S. nuclear weapons policy that includes further reductions in nuclear forces, changes in nuclear operations to preserve deterrence but enhance operational safety, and measures to help prevent proliferation of nuclear weapons. In addition, it examines the conditions and means by which comprehensive nuclear disarmament could become feasible and desirable.

Book U S Soviet Nuclear Arms Control

Download or read book U S Soviet Nuclear Arms Control written by Arnold Lawrence Horelick and published by . This book was released on 1986 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper, which is included as a chapter in [U.S.-Soviet Relations: The Next Phase] (Cornell University Press, 1986), analyzes the nuclear arms control dimension of U.S.-Soviet relations as it enters a new phase. It reviews the developments and forces that led to the present impasse, discusses the nuclear arms agenda before the leaderships of the two states, and considers the prospects for future agreements. It includes an analysis of the Soviet and American arms control proposals of October and November 1985 and discusses prospects for agreement in the light of congruent and divergent aspects of the two proposals. The authors suggest that an arrangement between the superpowers that provided the Soviet Union with assurances against a U.S. strategic defensive breakout during the lifetime of any new far-reaching arms reduction treaty might facilitate conclusion of such an agreement. Constraints on flight testing might slow down the pace of the Strategic Defense Initiative (SDI), depending on precisely where the line was drawn between permitted research and forbidden testing and for how long. However, in the context of a new treaty reducing nuclear offensive arms, continued U.S. conduct of a vigorous SDI research program within agreed constraints would provide the Soviet Union with strong additional incentives to comply more punctiliously than it has in the past with treaty provisions.

Book Once and Future Partners

Download or read book Once and Future Partners written by William C. Potter and published by Routledge. This book was released on 2018-10-09 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite their Cold War rivalry, the United States and the Soviet Union frequently engaged in joint efforts to prevent the spread of nuclear weapons. Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Book The United States And The Ussr In A Changing World

Download or read book The United States And The Ussr In A Changing World written by Andrei Bochkarev and published by Routledge. This book was released on 2019-07-11 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the Cold War draws to a close, new issues inevitably have begun to surface in U.S.-Soviet relations. This reader brings together Soviet and U.S. perspectives on the broad range of challenges that both nations now face. Within the context of a "debate" format that presents parallel U.S. and Soviet views, these timely readings illustrate areas of cooperation and conflict and weigh policy similarities and differences. Topics covered include Soviet-U.S. relations after the Cold War, military and national security debates, and the changing international economic environment. The selections also consider the impact that the evolving Soviet-U.S. interaction is having on the "new" Europe and the developing world. The volume concludes by considering the direction the superpower relationship may take in the future. Students of Soviet and U.S. foreign policy will find this text invaluable in unraveling the complexities of U.S.-Soviet relations.

Book excerpt: This title was first piblished in 2000: Christoph Bluth provides a comprehensive and timely analysis of strategic nuclear arms policy in the United States and Russia and examines the collaborative efforts to reduce nuclear weapons through arms control and render nuclear weapons and fissile materials in Russia secure. He concludes that the end of the Cold War has created new and unprecedented dangers and that these dangers require a greater political will and cooperation which have so far been lacking.
