Book excerpt: The Materials Research Science and Engineering Centers (MRSEC) Impact Assessment Committee was convened by the National Research Council in response to an informal request from the National Science Foundation. Charged to examine the impact of the MRSEC program and to provide guidance for the future, the committee included experts from across materials research as well as several from outside the field. The committee developed a general methodology to examine the MRSEC centers and after extensive research and analysis, came to the following conclusions. MRSEC center awards continue to be in great demand. The intense competition within the community for them indicates a strong perceived value. Using more quantitative measures, the committee examined the performance and impact of MRSEC activities over the past decade in the areas of research, facilities, education and outreach, and industrial collaboration and technology transfer. The MRSEC program has had important impacts of the same high standard of quality as those of other multi-investigator or individual-investigator programs. Although the committee was largely unable to attribute observed impacts uniquely to the MRSEC program, MRSECs generally mobilize efforts that would not have occurred otherwise. Because of an observed decline in the effectiveness of the centers, the committee recommended a restructuring the MRSEC program to allow more efficient use and leveraging of resources. The new program should fully invest in centers of excellence as well as in stand-alone teams of researchers to allow tighter focus on key strengths of the program. In its report, the committee outlines one potential vision for how this might be accomplished in a revenue-neutral fashion.

In addition, two other ceramic-oriented schools, the University of Florida and Case-Western Reserve University, have also hosted Conferences in the series. These research-oriented conferences, each uniquely concerned with a timely ceramic theme, have been well attended by audiences which typically were both inter national and interdisciplinary in character; their published Proceedings have been well received and are frequently cited. This three day conference was concerned with (a) scientific aspects of all process steps which must be combined and controlled effectively and sequentially in producing crystalline ceramics (both oxides and nonoxides), and (b) utilization of these principles in developing processes for several classes of advanced ceramics critical to present and future technology.

Book excerpt: Nanoscale science and technology, often referred to as "nanoscience" or "nanotechnology," are science and engineering enabled by our relatively new ability to manipulate and characterize matter at the level of single atoms and small groups of atoms. This capability is the result of many developments in the last two decades of the 20th century, including inventions of scientific instruments like the scanning tunneling microscope. Using such tools, scientists and engineers have begun controlling the structure and properties of materials and systems at the scale of 10?9 meters, or 1/100,000 the width of a human hair. Scientists and engineers anticipate that nanoscale work will enable the development of materials and systems with dramatic new properties relevant to virtually every sector of the economy, such as medicine, telecommunications, and computers, and to areas of national interest such as homeland security. Indeed, early products based on nanoscale technology have already found their way into the marketplace and into defense applications. In 1996, as the tremendous scientific and economic potential of nanoscale science and technology was beginning to be recognized, a federal interagency working group formed to consider creation of a national nanotechnology initiative (NNI). As a result of this effort, around $1 billion has been directed toward NNI research since the start of FY 2001. At the request of officials in the White House National Economic Council and agencies that are participating in NNI, the National Research Council (NRC) agreed to review the NNI. The Committee for the Review of the National Nanotechnology Initiative was formed by the NRC and asked to consider topics such as the current research portfolio of the NNI, the suitability of federal investments, and interagency coordination efforts in this area.
