To help develop a strategy for development of this new technology area, DOE and DoD asked the NRC to explore its benefits and promises, including the benefits of a comprehensive ICME capability; to establish a strategy for development and maintenance of an ICME infrastructure, and to make recommendations about how best to meet these opportunities. This book provides a vision for ICME, a review of case studies and lessons learned, an analysis of technological barriers, and an evaluation of ways to overcome cultural and organizational challenges to develop the discipline.

Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The book offers a set of guiding principles and recommended changes to minimize security risk and facilitate the productivity of research. To assist in addressing these concerns, two offices within DOD asked the NRC to investigate and assess the scope and health of the U.S. R&D efforts in energetic materials. This report provides that assessment. It presents several findings about the current R&D effort and recommendations aimed at improving U.S. capabilities in developing new energetic materials technology. This study reviewed U.S. research and development in advanced energetics being conducted by DoD, the DoE national laboratories, industries, and academia, from a list provided by the sponsors. It also: (a) reviewed papers and technology assessments of non-U.S. work in advanced energetics, assessed important parameters, such as validity, viability, and the likelihood that each of these materials can be produced in quantity; (b) identified barriers to scale-up and production, and suggested technical approaches for addressing potential problems; and (c) suggested specific opportunities, strategies, and priorities for government sponsorship of technologies and manufacturing process development.

To assist NASA, NOAA, and the USGS develop these tools, the NRC was asked by these agencies to carry out a decadal strategy survey of Earth science and applications from space. In particular, the study is to develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015, and a prioritized list of space programs, missions, and supporting activities to address these questions. This interim report outlines a key element of the studyâ€"the rationale for tying Earth observations to societal needâ€"and identifies urgent near-term actions needed to achieve this goal. A final report, due in late 2006, will provide the list of recommended space missions, programs, and supporting.

How best for policy to address these increases, however, depends in part on the degree to which they represent increases in the real quantity of medical services as opposed to increased unit prices of existing services. And an even more fundamental question is the degree to which the increased spending actually has purchased improved health. Accounting for Health and Health Care addresses both these issues. The government agencies responsible for measuring unit prices for medical services have taken steps in recent years that have greatly improved the accuracy of those measures. Nonetheless, this book has several recommendations aimed at further improving the price indices.

This final report addresses the remaining issues and echoes the recommendations from the interim study.

One proposal to address this problem is to use the Global Positioning System to enable aircraft to fly more closely spaced. This approach, however, might be limited by the wake turbulence problem, which can be a safety hazard when smaller aircraft follow relatively larger aircraft too closely. To examine how this potential hazard might be reduced, Congress in 2005 directed NASA to request a study from the NRC to assess the federal wake turbulence R&D program. This book provides a description of the problem, an assessment of the organizational challenges to addressing wake turbulence, an analysis of the technical challenges in wake turbulence, and a proposal for a wake turbulence program plan. A series of recommendations for addressing the wake turbulence challenge are also given.

For example, these goals and objectives should emphasize long-term stewardship and the importance of limiting contamination and materials management problems, including the generation of wastes and contaminated media, in ongoing and future DOE operations.
