MS&A is one of the announced pillars of a strategy for transforming the U.S. military. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.

Book excerpt: The Panel on Statistical Methods for Testing and Evaluating Defense Systems had a broad mandate-to examine the use of statistics in conjunction with defense testing. This involved examining methods for software testing, reliability test planning and estimation, validation of modeling and simulation, and use of modem techniques for experimental design. Given the breadth of these areas, including the great variety of applications and special issues that arise, making a contribution in each of these areas required that the Panel's work and recommendations be at a relatively general level. However, a variety of more specific research issues were either brought to the Panel's attention by members of the test and acquisition community, e.g., what was referred to as Dubin's challenge (addressed in the Panel's interim report), or were identified by members of the panel. In many of these cases the panel thought that a more in-depth analysis or a more detailed application of suggestions or recommendations made by the Panel would either be useful as input to its deliberations or could be used to help communicate more individual views of members of the Panel to the defense test community. This resulted in several research efforts. Given various criteria, especially immediate relevance to the test and acquisition community, the Panel has decided to make available three technical or background papers, each authored by a Panel member jointly with a colleague. These papers are individual contributions and are not a consensus product of the Panel; however, the Panel has drawn from these papers in preparation of its final report: Statistics, Testing, and Defense Acquisition. The Panel has found each of these papers to be extremely useful and they are strongly recommended to readers of the Panel's final report.

Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Low: Theater-Level Gaming and Analysis Workshop for Force Planning, Vol II-Summary, Discus sion of Issues and Requirements for Research, SRI Report, May, 1981).

The previous studies have been concerned with the role of statistical methods in testing and evaluation, reliability practices, software methods, combining information, and evolutionary acquisition. Industrial Methods for the Effective Testing and Development of Defense Systems is the latest in a series of studies, and unlike earlier studies, this report identifies current engineering practices that have proved successful in industrial applications for system development and testing. This report explores how developmental and operational testing, modeling and simulation, and related techniques can improve the development and performance of defense systems, particularly techniques that have been shown to be effective in industrial applications and are likely to be useful in defense system development. In addition to the broad issues, the report identifies three specific topics for its focus: finding failure modes earlier, technology maturity, and use of all relevant information for operational assessments.

The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

It reflects discussions of the DMSO's Applications and Methodology Working Group, chaired by the author during this work. The study also draws upon discussions at two special meetings on verification, validation, and accreditation (VV & A) sponsored by the Military Operations Research Society (MORS) on October 15-18, 1990, and March 31 - April 2, 1992. VV & A is a difficult subject on which there is a broad range of opinions and practices (for example, VV & A of software used in space probes is different from VV & A of military simulations used for analysis). At the same time, a considerable convergence of view appears to be taking place and it is hoped that this study will accelerate that process. In recent times, changes in the complexity and intensity of operations have reaffirmed the importance of ensuring that warfighters are adequately prepared for the environments in which they are required to work. The emergence of new operational drivers such as asymmetric threats, urban operations, joint and coalition operations and the widespread use of military communications and information technology networks has highlighted the importance of providing warfighters with the competencies required to act in a coordinated, adaptable fashion, and to make effective decisions in environments characterized by large amounts of sometimes ambiguous information. While investment in new technologies can make available new opportunities for action, it is only through effective training that personnel can be made ready to apply their tools in the most decisive and discriminating fashion. There are many factors which can have an impact on the efficacy of training and many issues to consider when designing and implementing training strategies. These issues are often complex and nuanced, and in order to grasp them fully a significant investment of time and energy is required. However, the requirement to respond quickly to ever-changing technology, a high operational tempo and minimal staffing may preclude many in today's defense forces from seeking out all such resources on their own. This edited collection provides brief, easy-to-understand summaries of the key issues in defense training and simulation, as well as guidance for further reading. It consists of a collection of short essays, each of which addresses a fundamental issue in defense training and simulation, and features an up-to-date reference list to enable the reader to undertake further investigation of the issues addressed. In essence, this book provides the optimum starting point, or first resource, for readers to come to terms with the important issues associated with defense training and simulation.
