The book you have in front of you is about Semantic Web technology and law. Law is something omnipresent; all citizens — at some points in their lives — have to deal with it. In addition, law involves a large group of professionals, and is a mul- billion business world wide. Information technology is important because it that can improve citizens’ interaction with law, as well as improve legal professionals’ work environment. Legal professionals dedicate a significant amount of their time to finding, reading, analyzing and synthesizing information in order to take decisions, and prepare advice and trials, among other tasks. As part of the “Semantic-Based Knowledge and Content Systems” Strategic Objective, the European Commission is funding projects to construct technology to make the Semantic Web vision come true. 1 The articles in this book are related to two current foci of the Strategic Objective : • Knowledge acquisition and modelling, capturing knowledge from raw information and multimedia content in webs and other distributed repositories to turn poorly structured information into machi- processable knowledge.

Book excerpt: In the early summer of 2005, an international expert meeting was convened in The Hague to share and compare national experiences with conciliation and mediation as methods for resolving collective labor disputes. Both the European Union and the Council of Europe have committed themselves to promoting these methods which aim to assist disputants in finding creative, negotiated solutions, while preserving their long-standing relationships. Ideally, trade unions and employers (associations) have such long-standing relationships, and many European countries have specialized conciliation officers or mediation services operating in this area. The meeting allowed leading mediators and academics to share their experiences and to exchange their views on the changes permeating Europe today: the rise of transnational labor disputes, the decentralization of collective bargaining, the process of de-unification, the joining of the EU by new member states without a social dialogue tradition, and the insights generated by the emerging science of principled bargaining, facilitative mediation, and conflict management. All these developments are likely to increase the demand for expert mediation services assisting more often less experienced negotiators. Thereby, the very nature of mediation may gradually change. In the era of modern development, however, rural-urban migration intensified in an unprecedented way and many rural communities depopulated. While during the pre-industrial period migration had contributed to the economic and social reproduction of rural communities, it now challenged the continuity of the rural lifestyle. This book analyses the topic for the case of Spain, which in the twentieth century experienced one of the most intense processes of rural depopulation in modern Europe. The interaction between Spanish industrialisation and rural migration, the demographic implications of agrarian change, the obstacles to the development of rural non-farm activities, the rural problems of access to infrastructures and services, the role of public policy, and the consequences of depopulation for the rural community are the central elements of this study, which inserts the Spanish case within its European context. Distanced from both the anti-modern stance that idealises paradise lost and the Panglossian mood that welcomes anything that came with modernisation, the book explains how the adaptive strategies put into practice by rural populations led to a “peaceful surrender” of traditional rural society.
