Book excerpt: Excerpt from Notes on Hydro-Electric Developments The interest which has been manifested by investors, capitalists and bankers in schemes for utilizing water powers has created a demand for a general treatment of the subject, which deals particularly with the commercial side of such enterprises. Many water powers have undoubtedly been developed without giving sufficient consideration to the subject or the principles involved, but enough developments have been made to furnish data which may be made use of in the future. It is therefore the object of this short discussion to indicate, as far as possible, the information which should be obtained in order to afford a definite basis for forming a decision as to the merits of any proposed undertaking. The idea is to treat the subject from a different point of view from the one usually taken and to avoid as far as possible a discussion of principles of engineering which have been very thoroughly worked out and treated by a number of writers of ability. Let us assume therefore that good engineering advice may be obtained and we may determine with fair accuracy the possibilities of utilizing the power for commercial purposes. The first information, therefore, which we desire to obtain is: What will be the cost of making the development? Book excerpt: Water acquisition, storage, allocation and distribution are intensely contested in our society, whether, for instance, such issues pertain to a conflict between upstream and downstream farmers located on a small stream or to a large dam located on the border of two nations. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? The contributions have also scrutinised how these epistemic communities interactively shape norms, rules, beliefs and values about water problems and solutions, including notions of justice, citizenship and progress that are subsequently to become embedded in material artefacts.

Book excerpt: In the 1970s, Hydro-Québec declared in a publicity campaign “We Are Hydro-Québécois.” The slogan symbolized the extent to which hydroelectric development in the North had come to both reflect and fuel French Canada’s aspirations. The slogan helped Quebecers relate to the province’s northern territory and to accept the exploitation of its resources. In Power from the North, Caroline Desbiens explores how this culture of hydroelectricity helped shape the landscape during the first phase of the James Bay hydroelectric project. Policy makers and citizens did not, she argues, view those who built the dams as mere workers – they saw them as pioneers in a previously uninhabited land now inscribed with the codes of culture and spectacle. This insightful work shows that if Quebec hopes to engage in truly sustainable resource development, all actors must bring an awareness of their cultural histories and visions of nature, North, and nation to the negotiating table.
