Acts of Parliament generally have a short title and an index reference. Thus in the first chapter a reference is made to the Coinage Act, 1870, Stat. 33 & 34 Vict. c. 10. The figures here mean the tenth caput (chapter or heading) of the Acts of the Parliament held in the 83 rd and 34th years of Queen Victoria. The Parliament of 1870 sat from about February to August, and thus fell partly in the 33 rd and partly in the 34th years of her Majesty's reign. Any person taking from a shelf the volume containing the Acts of Parliament of the year 1870, could readily turn to the tenth chapter, and would find it to be an Act bearing as a short title, "The Coinage Act, 1870." Book excerpt: Excerpt from Hand-Book of the Law of Bills and Notes In preparing a new edition of Mr. Norton's book, it has been deemed advisable to print as an appendix the Negotiable Instruments Law, which has already been adopted in fifteen states, as well as in the Dis triet of Columbia. It is obvious that even an elementary book upon Bills and Notes must contain references to this law, which, while it is, in the main, declaratory in its efiect, settles some doubtful points, and necessarily changes rules in many jurisdictions upon points con cerning which a conflict of laws existed. The text of the law as print ed in the appendix is that of the New York act, such few modifications as have been made by the various states being mentioned in the notes. The law is also valuable to the student, even in states which have not adopted it, as furnishing a concise statement of rules, which for the most part are of universal application; and for this reason the editor has throughout the book, in the footnotes, inserted references to the appropriate sections of the law, at the same time pointing out any changes effected by them. Much new matter has been incorpo rated, and this has necessitated some alteration of the former text. At the suggestion of many teachers, the publishers have adopted the device of printing in bold type in the footnotes and text the names of all cases there cited which are to be found in certain of the collee tions of leading and illustrative cases on Bills and Notes in use in the law schools. The cases so printed are to be found in Ames' Cases on the Law of Bills and Notes, Huffcut's Negotiable Instruments, and Johnson's Elements of the Law of Negotiable Contracts (second edi tion). The notes are printed in the same volume with, and (as far as practicable) immediately under the text to which they refer - a change in the mode of printing that will doubtless preve convenient, and greatly facilitate the labor bf comparing one part of the work with another. The notes, which contain frequent references from one to another, are numbered from the beginning of the first to the end of the third volume, and are printed without alteration; those added to the previous edition by Mr. Van Cott, retain the designation of stars by which they were distinguished from the others, and the citation of new authorities and statutes in this, are inclosed in parentheses. Keeping this in mind, the reader will readily place the responsibility of the successive annotations where it belongs. By a careful study of the notes, it will be seen that as a general rule, the division of either of them into separate parts cannot be made without breaking that fine chain of reasoning and discussion that runs through nearly all of them, making each a complete essay in itself. In a few cases the note embracing two subjects and appearing to be fairly divisible, has been divided, so as to bring each part under the appropriate head of the text; and here and there, where the author in his late revision has adopted into the text only part of such a note, the part so appropriated has not been reprinted in its original form. In frequent instances the original note, citing and commenting upon English authorities, has been wholly absorbed and embodied in the text, enriching that at the expense of the annotators; in these instances, of course, the note has not been reprinted, as such. Occasionally, the note, in its nature indivisible, has been only partly incorporated into the text, and has therefore, as a rule, been retained in full as written. In brief, the entire work has been reproduced with the design of preserving the notes intact, as far as practicable. Although this small commentary on English law has been composed chiefly in the interest of boys, it is hoped that, in these times of quickly advancing education, it may be found to be not inappropriate for girls also. The utility of, indeed the necessity for, some knowledge of law in the young has been dealt with fully in the first chapter of the book. I have usually given no authorities for my various statements and propositions. The authorities for the same are contained in many ponderous books, to which a reader of this work would have no access. That such a book as this is necessarily imperfect I shall be the first to acknowledge. A complete acquaintance with any of the subjects, to which only a page or two are here devoted, would necessitate the reading of many volumes known to and studied by lawyers. All general principles of law ramify into sub-principles, and are subject to exceptions, to most of which it has only been possible to allude in the most cursory way. The only parts of the book which it is feared may be found difficult, either to master or pupil, are the chapters relating to land. The land law of England, which has been in the course of development for many centuries, and which exemplifies perhaps better than any other part of the law the English character and traditions, is necessarily abstruse, and certainly not easy to condense.
