Book excerpt: When social democratic politicians in the 1990s moderated their ideas and policies as part of a turn towards the "third way," they were assailed as traitors to the cause. Remaining Loyal demonstrates that while third way social democrats in Quebec and Saskatchewan supplemented certain social democratic ideas with more right-wing economic programs, their public policies remained true to the original spirit of social democracy. Drawing on a range of archival resources, David McGrane traces the evolution of social democracy in Quebec and Saskatchewan from their respective origins in social Catholic thought and agrarian protest movements at the turn of the twentieth century to the most recent Parti Québécois and New Democratic Party governments. In doing so, he reconstructs the public policies of traditional social democracy from the postwar era and the third way in the 1990s and early 2000s and finds both differences and continuities. McGrane contends that remaining loyal to core social democratic values is exactly what differentiates the third way from neo-liberalism in Saskatchewan and Quebec. The first historical comparison of social democracy in Saskatchewan and Quebec, Remaining Loyal challenges how we think about the recent ideological evolution of left-wing parties in Canada and the rest of the world.

The interplay and the changing social and legal arrangements of the families shaped the development of a European capitalism quite different from the Anglo-American variety. Qualifying claims by Alfred Chandler and David Landes that family firms tend to be dysfunctional, Harold James shows how and why these steel and engineering firms were successful over long periods of time. Indeed, he sees the family enterprise as particularly conducive to managing risk during periods of upheaval and uncertainty when both states and markets are disturbed. He also identifies the key roles played by women executives during such times. In "Family Capitalism," James tells how "iron masters" of a classical industrial cast were succeeded by new generations who wanted to shift to information-age systems technologies, and how families and firms wrestled with social and economic changes that occasionally tore them apart. Book excerpt: During his successful campaign to become Conservative Party leader in the spring of 2004, Stephen Harper said of the Maritime provinces, "We will see the day when the region is not the place where you visit your grandparents, but instead more often than not the place where you visit your grandchildren." In Visiting Grandchildren, esteemed policy analyst and scholar Donald J. Savoie explores how Canadian economic policies have served to exclude the Maritime provinces from the wealth enjoyed in many other parts of the country, especially southern Ontario, and calls for a radical new approach in how Canadian governments determine policies that affect the different regions. Savoie advocates a 'ratchet effect' for national economic policies, whereby regions take turns at high growth, with the slow-growth region of one period becoming the high-growth region of the next, with none moving from slow-growth to decline. He demonstrates how this pattern has been effective in countries undergoing long-term regional convergence and how it would recognize that what is good for the Maritimes is good for Canada no less than what is good for Ontario is good for Canada. Visiting Grandchildren looks to history, accidents of geography, and to the workings of national political and administrative institutions to explain the relative underdevelopment of the Maritime provinces. Savoie argues that the region must strive to redefine its relationship with the national government and with other regions, that it must ask fundamental questions of itself about its own responsibility for its present underdevelopment, develop a cooperative mindset, and embrace the market, if it is to prosper in the twenty-first century. Savoie's work serves as the blueprint for a new way of envisioning the Maritime region.
