Asia-Pacific Diplomacy traces the evolution of the Pacific economic cooperation movement by examining the diplomatic contributions of three international nongovernmental organizations (INGOs) -- the scholarly Pacific Trade and Development Conference (PAFTAD), the business-oriented Pacific Basin Economic Council (PBEC), and the multipartite (academic, business, and government) Pacific Economic Cooperation Council (PECC). Lawrence Woods also provides a historical perspective by assessing the work of the Institute of Pacific Relations, forerunner of the INGOs. This book makes an important contribution to the study of international political and economic institutions. It argues that as the regional cooperation movement expands at the governmental level. an understanding of the nongovernmental roots of that movement is required if the diplomatic contributions of the INGOs are to be retained.

Book excerpt: The story of Canada in the North Atlantic Treaty Organization (NATO) is one of consistent support and involvement but of varying levels of military and diplomatic engagement. Canada in NATO, 1949–2019 provides the first analysis of Canada’s involvement in the Atlantic Alliance – from the negotiations leading to the alliance’s charter in 1949 to NATO’s seventieth anniversary – exploring how the country’s role in NATO has evolved over the years. As one of NATO’s early, foremost participants, Canada was a major force contributor in the 1950s. Briefly deploying more modern fighter aircrafts in Europe than the United States had, as well as a naval commitment that would have been responsible for 10 per cent of ship escorts across the North Atlantic, Canada became the “odd man out” of the western alliance as the Cold War wore on due to its spotty military contributions. Yet Canada eventually re-emerged as a significant member through its contributions to NATO peace enforcement operations in the Balkans in the 1990s and its heavy contributions to operations in Afghanistan in the early twenty-first century, finding itself in the unfamiliar position of criticizing many of the allies by which it had for so long been criticized. As the lead nation for the alliance’s “enhanced forward presence” in Latvia, Canada still plays an important and highly visible role in NATO’s efforts in Eastern Europe today. Canada in NATO, 1949–2019 sheds light on how NATO profoundly shaped Canadian defence and foreign policy, while also serving vital Canadian security and diplomatic interests.

Book excerpt: The Ambiguous Champion is the First Comprehensive and critical study of Canadian foreign policy towards South Africa. Freeman challenges the conventional belief that successive Canadian governments took the high road, leading the international struggle against apartheid. She shows that Canadian policy, like the policy of other Western states, was complex, ambiguous, and contradictory. Freeman's approach offers an alternative understanding of the forces shaping Canadian foreign policy. Legend has it that Canadian prime ministers, from Diefenbaker to Mulroney, led the way in the international campaign against the apartheid state in South Africa. Yet before Mulroney came to power, except on a few occasions in the Commonwealth, Canadian prime ministers did little to support the anti-apartheid cause. While Mulroney did significantly better, invoking concrete economic sanctions and tackling Margaret Thatcher within the Commonwealth, the policies of his government were compromised and limited; the claims made for it excessive. The state championed a cause, but followed through in a highly ambiguous way. Central to the explanation is an exploration of the influence groups within civil society, especially the private sector, on the formation of state policy. Attention is also given to the way which churches, trade unions, universities, anti-apartheid groups, and the media played in calling for a stronger Canadian policy against apartheid. The approach offers an alternative way of understanding how foreign policy is made which goes beyond the South African case. The Ambiguous Champion will challenge scholars in Canada and abroad in their analyses of relations with South Africa. It is a majorcontribution to both the history and theory of Canadian foreign policy.
